B.3. Public Hearing: 446 Seabright Lane, Applicant: Levit, Case: DRP32-003. (File 0600-\n40)\nThe proposed project meets the minimum zoning requirements under the SBMC, may\nbe found to be consistent with the General Plan and may be found, as conditioned, to\nmeet the discretionary findings required as discussed in this report to approve a DRP.\nTherefore, Staff recommends that the City Council:\n1. Conduct the Public Hearing: Open the Public Hearing, Report Council Disclosures,\nReceive Public Testimony, and Close the Public Hearing.\n2. Find the project exempt from the California Environmental Quality Act pursuant to\nSection 15303 of the State CEQA Guidelines; and\n3. If the City Council makes the requisite findings and approves the project, adopt\nResolution 2023-117 conditionally approving a DRP to demolish a single-story\nsingle-family residence, construct a replacement 3,366 square-foot single-family\nresidence with a 716 square-foot partially subterranean two-car garage, and\nperform associated improvements, Solana Beach.\nItem B.3.
