5. CONSIDERATION OF A RESOLUTION PROPOSING AND SUBMITTING TO THE VOTERS\nAT THE PRESIDENTIAL PRIMARY ELECTION ON MARCH 5, 2024, A PROPOSAL TO\nADOPT AN INITIATIVE ORDINANCE ESTABLISHING A SPECIAL TAX ON VACANT\nPROPERTIES TO FUND SOLUTIONS FOR PARKS AND RECREATION, ILLEGAL\nDUMPING REMEDIATION, PUBLIC SAFETY, CAPITAL IMPROVEMENT PROJECTS, AND\nSPECIFIED PROGRAMS, REQUESTING THAT THE BALLOT QUESTION AND MEASURE\nBE CONSOLIDATED WITH THE COUNTY ELECTION CONTESTS, SETTING DEADLINES\nFOR THE FILING OF WRITTEN ARGUMENTS AND REBUTTALS REGARDING THE\nMEASURE, AND DIRECTING THE CITY ATTORNEY TO PREPARE AN IMPARTIAL\nANALYSIS.– (TODD/FINANCE)\nRECOMMENDATION: It is recommended that the City Council conduct a public hearing,\nreceive public input, consider and adopt:\n(1) Resolution No. 23-81 which:\na. Submits to the City’s voters at the March 5, 2024, Presidential Primary\nConsolidated Election an ordinance establishing a special tax on\nvacant properties to fund solutions for parks and recreation, illegal\ndumping remediation, public safety, capital improvement projects, and\nspecified programs;\nb. Requests that the ballot question and measure be consolidated with the\nCounty election on March 5, 2024;\nc. Sets the deadlines for the filing of written arguments and rebuttals\nregarding the Measure; and\nd. Directs the City Attorney to prepare an impartial analysis.\n(2) If Resolution No. 23-81 is adopted, then staff recommends that the City\nAttorney read aloud the title of the Adelanto Vacant Property Tax Ordinance\nat the City Council meeting, and the City Council make a motion to waive\nfurther reading of the Ordinance.
