15. BUDGETARY - FISCAL YEAR 2024 QUARTER 1 BUDGETARY ADJUSTMENTS\nAgenda\nThat the City Council:\na. Appropriate $1,812,518, increase estimated revenues by $329,152, and\nauthorize budgetary transfers across multiple funds as noted in Exhibit 1 -\nAppropriations, Estimated Revenues, and Transfers.\nb. Approve an Exception to Bid to Smith & Loveless, Inc., for the sole source of\ncritical components for lift stations in the amount of $150,000 per fiscal year\nthrough June 30, 2027.\ni. Authorize the City Manager, or his designee, to issue a purchase order to\nSmith & Loveless, Inc. in the amount of $150,000 per fiscal year through\nJune 30, 2027, for critical lift stations components pursuant to Corona\nMunicipal Code Section 3.08.140(B), “No competitive market”.\nii. Authorize the City Manager, or his designee, to negotiate and execute\nnon-substantive extensions, change orders and amendments up to 10%\nof total contract cost or $15,000 as authorized by Corona Municipal Code\nSection 3.08.080(I).\niii. Make a determination under Corona Municipal Code Section 3.08.140(B)\nthat competitive bidding is not required for this purchase based upon the\nreasons provided in this agenda report.\nc. Approve and authorize the City Manager, or his designee, to execute the First\nAmendment to the Professional Services Agreement with Spicer Consulting\nGroup and increase the total compensation by $147,336 to complete the annual\ntax roll billings, annual reports, and as needed, special tax consulting services for\nannexations, formations, and Prop 218 assessment engineering.\ni. Authorize the City Manager, or his designee, to issue a Change Order to\nSpicer Consulting Group’s Purchase Order in the amount of $147,336 for a\ntotal Purchase Order amount of $325,000.\nii. Authorize the City Manager, or his designee, to negotiate and execute\nnon-substantive extensions, change orders, and amendments up to\n$32,500 or 10% of the total contract cost as authorized by Corona\nMunicipal Code Section 3.08.070(I).\nd. Adopt Resolution No. 2023-103, approving Administrative Policy 01200.608,\nReserve Policy for Utilities Department Operating Funds and repealing Resolution\nNo. 2022-039.\nThat the Corona Utility Authority review, ratify, and to the extent necessary, direct\nthat the City Council take the above action d.\nAgenda
