4.5. PROPERTY ACQUISITION – 89 PLAYA CIRCLE\nRecommended Action:\n1. Authorize the City Manager to execute a purchase and sale agreement in a form\nacceptable to the City Attorney for 89 Playa Circle, #R, Aliso Viejo, CA 92656 in an\namount not to exceed $180,000 and direct the City Manager to take all necessary\nsteps to secure title to the property;\n2. Find that the purchase of the property is exempt from the California Environmental\nQuality Act pursuant to State CEQA Guidelines Sections 15301 (Existing Facilities);\n3. Authorize the appropriation of Community Development Block Grant funds in the\namount of $245,000 to the Fiscal Year 2023-24 budget for the purchase, loan payoff,\ndue diligence, associated closing costs, and necessary repairs for the property; and\n4. Find that the purchase of the property is in conformance with the City’s General Plan.\nStaff Report
