5.1. CONSIDERATION OF A SUBSTANTIAL AMENDMENT TO THE 2023-2027\nCONSOLIDATION PLAN AND 2023-2024 ANNUAL ACTION PLAN FOR\nEXPENDITURES OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS\nRecommended Action:\n1. Conduct a public hearing;\n2. Declare that the City Council find the amendment to the Fiscal Year (“FY”) 2023-2027\nConsolidated Plan and the FY 2023-2024 Annual Action Plan is not subject to the\nCalifornia Environmental Quality Act (“CEQA”) because the activity is not a project as\ndefined in Section 15378 (b)(5) of the State CEQA Guidelines;\n3. Approve and adopt, via minute order, the amendment to the FY 2023-2027\nConsolidated Plan and the FY 2023-2024 Annual Action Plan for the use of Community\nDevelopment Grant Block (CDBG) funds; and\n4. Authorize the City Manager to submit the amendment to the Consolidated Plan and\nAnnual Action Plan to the United States Department of Housing and Urban\nDevelopment (“HUD”) and authorize the City Manager to execute and submit all\nrelated documents to implement the amended plans.\nStaff Report\nAttachment 1 - CDBG Plan Amendment
