4-A. PREFERENTIAL PARKING DISTRICT: W. 1ST STREET FROM SHERBROOK AVENUE TO\nSCHOOLSIDE AVENUE\nIt is recommended that the City Council consider:\n(1) Opening a public hearing to receive documentary and testimonial evidence;\n(2) After closing the hearing and considering the evidence, adopting a Resolution amending\nResolution Nos. 10931, 11634 and 11744 to include W. 1st Street from Sherbrook Avenue\nto Schoolside Avenue among the preferential parking districts; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe proposed action is exempt from the requirements of the California Environmental Quality\nAct (Pub. Res. Code §§ 21000, et seq.: “CEQA”) and CEQA Guidelines (Cal. Code Regs. Title\n14, §§ 15000, et, seq.) in accordance with CEQA Guidelines § 15305 (Class 5 – Minor Alterations\nin Land Use Limitations). The project involves a negligible expansion of use; there is only a minor\nchange in the operation of an existing use. The project would not result in significant effects\nrelated to traffic, noise, air quality, or water quality and it can be adequately served by all required\nutilities and public services.
