5.8 FIRST AMENDMENT TO THE PROFESSIONAL SERVICES\nAGREEMENT WITH TAIT & ASSOCIATES, INC. FOR ON-CALL CIVIL\nENGINEERING & ARCHITECTURAL SERVICES THROUGH JUNE 30,\n2026.\nRecommended Action:\nA. Determine that the approval of the first amendment for the proposed\ndesign projects are not subject to environmental review under the\nCalifornia Environmental Quality Act (CEQA) pursuant to CEQA\nGuidelines Article 18, Section 15262;\nB. Appropriate $55,000 from the FY2023-24 Measure W Fund (Fund #\n201) to the Capital Improvement Program Fund (Fund # 301) for\ndesign of the groundwater drainage improvements at Cold Spring\nLane; and\nC.
