FINANCE COMMITTEE: ADOPT A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER\nINTO A STANDARD AGREEMENT (96228) WITH THE STATE OF CALIFORNIA FRANCHISE TAX BOARD\n(FTB)\nFOR THE PURPOSE OF THE CITY’S PARTICIPATION IN THE FTB’S CITY BUSINESS TAX DATA\nPROGRAM (Finance Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended action in the agenda report is exempt from the California Environmental\nQuality Act (CEQA) pursuant to State CEQA Guidelines per Section 15061(b)(3), the “Common Sense”\nexemption that\nCEQA only applies to projects that may have an effect on the environment;\n(2) Adopt a resolution for the purpose of the City’s participation in the Franchise Tax Board (FTB) City\nBusiness Tax Data Program; and\n(3) Authorize the City Manager to enter into an agreement for tax years 2023 through 2025, which\nincludes data sharing through December 2026. The proposed agreement is exempt from competitive bidding\npursuant to City\nCharter section 1002(H), contract with other governmental entities.
