1. AUTHORIZATION TO ENTER INTO A CONTRACT WITH EIDIM GROUP INC., (dba EIDIM AV\nTECHNOLOGY) TO UPGRADE AUDIOVISUAL TECHNOLOGY IN\nTHE COUNCIL CHAMBER IN AN AMOUNT NOT-TO-EXCEED $275,136 (DoIT)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed contract in the agenda report is exempt from the California Environmental\nQuality Act (“CEQA”) pursuant to State CEQA Guidelines Section 15061(b)(3), the “Common Sense” exemption that\nCEQA\nonly applies to projects that may have an effect on the environment; and\n(2) Authorize the City Manager to enter into a contract, as a result of a competitive selection process,\nas specified by Section 4.08.047 of the Pasadena Municipal Code, with EIDIM Group Inc., to upgrade audiovisual\ntechnology\nin the Council Chamber in an amount not-to-exceed $275,136, which includes the base contract amount\nand a fifteen percent contingency. Competitive Bidding is not required pursuant to the City Charter Section\n1002(F), contracts\nfor professional or unique services.

2. FINANCE COMMITTEE: AMEND THE POLICE DEPARTMENT’S FISCAL YEAR 2024 OPERATING\nBUDGET BY RECOGNIZING REVENUE AND APPROPRIATING $43,334 IN GRANT FUNDS FROM THE\nEDWARD\nBYRNE MEMORIAL JUSTICE ASSISTANCE GRANT PROGRAM (Police Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the project proposed in the agenda report is exempt under the California Environmental\nQuality Act (CEQA) Guidelines Section 15061(b)(3), the “Common Sense” exemption that CEQA applies only to\nprojects that\nmay have an effect on the environment;\n(2) Authorize the City Manager to execute all grant-related documents pertaining to the Edward Byrne\nMemorial Justice Assistance Grant (JAG) award in the amount of $43,334; and\n(3) Amend the Police Department’s Fiscal Year (FY) 2024 Operating Budget by recognizing revenue\nand appropriating $43,334 in the General Fund (101).

3. FINANCE COMMITTEE: ADOPT A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER\nINTO A STANDARD AGREEMENT (96228) WITH THE STATE OF CALIFORNIA FRANCHISE TAX BOARD\n(FTB)\nFOR THE PURPOSE OF THE CITY’S PARTICIPATION IN THE FTB’S CITY BUSINESS TAX DATA\nPROGRAM (Finance Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended action in the agenda report is exempt from the California Environmental\nQuality Act (CEQA) pursuant to State CEQA Guidelines per Section 15061(b)(3), the “Common Sense”\nexemption that\nCEQA only applies to projects that may have an effect on the environment;\n(2) Adopt a resolution for the purpose of the City’s participation in the Franchise Tax Board (FTB) City\nBusiness Tax Data Program; and\n(3) Authorize the City Manager to enter into an agreement for tax years 2023 through 2025, which\nincludes data sharing through December 2026. The proposed agreement is exempt from competitive bidding\npursuant to City\nCharter section 1002(H), contract with other governmental entities.

APPROVAL OF FIRST AMENDMENT TO EMPLOYMENT AGREEMENT FOR CITY MANAGER (Human\nResources Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is exempt from the California Environmental Quality\nAct (CEQA), pursuant to CEQA guidelines Section 15061(b)(3) “Common Sense” exemption; and\n(2) Approve a first amendment to the employment agreement for City Manager Miguel Márquez to provide\nan increase to salary and the classification’s salary control rate. It is further recommended that the Mayor be\nauthorized to\nsign the first amendment to the employment agreement to reflect City Council approved changes.
