12. RESOLUTION APPROVING THE TRANSFER AGREEMENT BETWEEN THE CITY\nAND THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT FOR THE SAFE\nCLEAN WATER REGIONAL PROGRAM FUNDS FOR THE BURKE HERITAGE AND\nMARENGO YARD STORMWATER CAPTURE PROJECT – F2M21-63, R2M23-53\nThe Los Angeles County Flood Control District (District), administers the Safe, Clean\nWater (SCW) Program for the purpose of funding Projects and Programs to increase\n8\n11-13-23\nstormwater and urban runoff capture and reduce stormwater and urban runoff pollution in\nthe District. The Burke Heritage Park and Marengo Yard sites are identified as priority\nconcepts under the Stormwater Master Plan. These project sites present an opportunity\nto capture, infiltrate, and filter large amounts of stormwater in the Upper LA River\nwatershed to help the City meet the pollutant load reduction requirements as outlined in\nthe Upper Los Angeles River Watershed Management Program. An application for funding\nthe Burke Heritage Park and Marengo Yard Project was submitted on July 31, 2022\nthrough the SCW Regional Program. The project was included in the 2023-24 Fiscal Year\nStormwater Investment Plan, which was approved by the Los Angeles County Board of\nSupervisors. The City will receive $4,424,118 in multiple years to implement the design\nand construction components of the project. The District requires an official resolution by\nthe City Council to authorize and execute the Transfer Agreements it also includes\nlanguage for authorization of yearly addendums for multiple years of SCW funding.\nRecommended Action: City Council approve the Transfer Agreement between the\nCity of Alhambra and the Los Angeles Flood Control District for the distribution of regional\nfunds through the Safe Clean Water Program; adopt Resolution No. R2M23-53 entitled:\nA Resolution of the City Council of the City of Alhambra approving the Transfer Agreement\nbetween the City of Alhambra and the Los Angeles County Flood Control District for the\nSafe Clean Water Regional Program funds for the Burke Heritage and Marengo Yard\nStormwater Capture Project enabling the execution of Transfer Agreement for funding in\nthe amount of $4,424,118; and, direct and authorize staff to undertake the steps necessary\nto finalize the Council’s action.
