REQUEST FOR COUNCILMEMBER PARTICIPATION VIA VIDEO/TELECONFERENCE\nPURSUANT TO GOVERNMENT CODE SECTION 54953(F) – F2M23-7, M2M23-188\nOn October 9, 2023, Councilmember Andrade-Stadler requested that her Council\ncolleagues vote to allow her participation via video/teleconference at the November 13,\n2023 City Council meeting due to medical reasons. Under current Government Code\nsection 54953(f), this is allowable action if approved by the City Council.\nRecommended Action: City Council consider approving Councilmember Andrade-\nStadler’s request by motion and vote to allow her to participate and vote remotely via\nvideo/teleconference in City Council meetings due to an emergency medical reason under\nGovernment Code Section 54953(f). 10. NOTICE OF COMPLETION: ALHAMBRA PARK RESTROOM PROJECT – F2M22-66,\nC2M23-9, M2M23-192\nOn February 13, 2023, the City Council awarded a contract to Sanz Construction Inc. for\nthe Alhambra Park Restroom Project in the amount of $342,930.00. There were two\nchange orders, the first in the amount of $37,330.00 was for multiple unforeseen issues\nwhich included: additional framing due to extensive termite damage, the installation of a\nwater line for floor drains, removal and disposal of extra concrete to gain ADA compliance,\nre-installation of electrical subpanel to meet Building Code requirements and the removal\nof existing security gates and installation of custom sliding security gates to gain ADA\ncompliance. The second change order in the amount of $8,617.61 was to replace an\nadjacent broken water fountain/water fill station. After change orders, the total amount of\nthe contract cost was $388,877.61. This project has been inspected by staff, and all work\nhas been completed in accordance with the City’s requirements and specifications. As\nsuch, it is appropriate for the City Council to accept this project as complete.\nRecommended Action: City Council accept the work of Sanz Construction Inc. for\nthe Alhambra Park Restroom Project as complete in the amount of $388,877.61; direct\nthe City Clerk to file a Notice of Completion with the County of Los Angeles for recordation;\ninstruct the Finance Director to release the 5 percent retention 35 days from the date of\nrecordation if no liens are filed; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action. 11. AWARD CONTRACT: PURCHASE OF WATER METER BOXES AND COVERS –\nF2M23-6B, C2M23-87, M2M23-193\nEvery year, the Utilities Department implements a maintenance program to replace broken\nmeter boxes and covers for Utilities underground infrastructure throughout the City.\nReplacement of water meters boxes and covers is critical to ensure the water system is\noperating in a safe and efficient manner. At this time, it is necessary for staff to purchase\nmeter boxes and covers in order to maintain an adequate supply. Hubbell/Armorcast dba\nArmorcast Products Company, Inc. is the sole vendor approved by the Utilities Department\nand our City Engineer. This award of contract is recommended pursuant to Alhambra\nMunicipal Code 3.36.080(B)(2), which allows for dispensing the purchase method of\nequipment if the supply can only be obtained from one source.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nHubbell/Armorcast dba Armorcast Products Company, Inc., for the purchase of water\nmeter boxes and covers in an amount not to exceed $82,299.81; and, direct staff to\nundertake the steps necessary to finalize the Council’s action. 12. RESOLUTION APPROVING THE TRANSFER AGREEMENT BETWEEN THE CITY\nAND THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT FOR THE SAFE\nCLEAN WATER REGIONAL PROGRAM FUNDS FOR THE BURKE HERITAGE AND\nMARENGO YARD STORMWATER CAPTURE PROJECT – F2M21-63, R2M23-53\nThe Los Angeles County Flood Control District (District), administers the Safe, Clean\nWater (SCW) Program for the purpose of funding Projects and Programs to increase\n8\n11-13-23\nstormwater and urban runoff capture and reduce stormwater and urban runoff pollution in\nthe District. The Burke Heritage Park and Marengo Yard sites are identified as priority\nconcepts under the Stormwater Master Plan. These project sites present an opportunity\nto capture, infiltrate, and filter large amounts of stormwater in the Upper LA River\nwatershed to help the City meet the pollutant load reduction requirements as outlined in\nthe Upper Los Angeles River Watershed Management Program. An application for funding\nthe Burke Heritage Park and Marengo Yard Project was submitted on July 31, 2022\nthrough the SCW Regional Program. The project was included in the 2023-24 Fiscal Year\nStormwater Investment Plan, which was approved by the Los Angeles County Board of\nSupervisors. The City will receive $4,424,118 in multiple years to implement the design\nand construction components of the project. The District requires an official resolution by\nthe City Council to authorize and execute the Transfer Agreements it also includes\nlanguage for authorization of yearly addendums for multiple years of SCW funding.\nRecommended Action: City Council approve the Transfer Agreement between the\nCity of Alhambra and the Los Angeles Flood Control District for the distribution of regional\nfunds through the Safe Clean Water Program; adopt Resolution No. R2M23-53 entitled:\nA Resolution of the City Council of the City of Alhambra approving the Transfer Agreement\nbetween the City of Alhambra and the Los Angeles County Flood Control District for the\nSafe Clean Water Regional Program funds for the Burke Heritage and Marengo Yard\nStormwater Capture Project enabling the execution of Transfer Agreement for funding in\nthe amount of $4,424,118; and, direct and authorize staff to undertake the steps necessary\nto finalize the Council’s action.

13. AWARD CONTRACT: PURCHASE OF A CCTV TRUCK FOR SEWER INSPECTIONS\n– F2M23-6A, C2M23-88, M2M23-194\nThe 2023-24 Fiscal Year budget includes the replacement of the CCTV sewer inspection\ntruck. Staff is seeking to purchase a CCTV sewer inspection truck to replace existing truck\nthat has experienced both mechanical and technical issues with the camera system due\nto the age of the truck and equipment through a cooperative purchase agreement.\nCooperative purchase is allowable per Alhambra Municipal Code Section 3.36.080(B)(3).\nOn December 7, 2021, Sourcewell opened nine bids for the procurement of Underground\nInfrastructure Inspection and Rehabilitation Equipment with Related Services. Sourcewell\nawarded contract 120721-EVS to Best Equipment Company (LLC Envirosight) on January\n7, 2022 - a contract that does not expire until January 7, 2025. Haaker Equipment\nCompany is a sole source vender for Envirosight equipment and software.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Haaker Equipment Company for the\npurchase of a CCTV Truck for Sewer Inspections in the amount of $268,651.69; direct the\nFinance Director to appropriate funds from the Sewer Fund Balance in the amount of\n$68,651.69; and, direct staff to undertake the steps necessary to finalize Council’s action.\n(M2M23-194)

14. AWARD CONTRACT: PURCHASE OF TWO FULLY ELECTRIC FORD MACH E\nVEHICLES – F2M23-6A, C2M23-89, M2M23-195\n9\n11-13-23\nThe 2023-24 Fiscal Year budget includes AB 2766 funding for the purchase of two clean-\nair vehicles. Staff has located and solicited quotes for two fully electric Ford Mach E\nvehicles to replace older, less efficient, high mileage internal combustion vehicles.\nPursuant to the City Council’s authority under Alhambra Municipal Code Section\n3.36.080(E), the City Council may dispense with further procedures and enter into a\ncontract when it meets a specific purchase need. In this instance, staff solicited bids for\nthe vehicles. Puente Hills Ford has the vehicles in stock and submitted the lowest bid at\n$114,600. Therefore, staff recommends issuing a contract to Puente Hills Ford for the\npurchase of two 2023 Ford Mach E full electric vehicles.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Puente Hills Ford for the purchase of\ntwo 2023 Ford Mach E fully electric vehicles in the amount of $114,600; direct the Finance\nDirector to appropriate funds from AB 2766 fund balance in the amount of $19,600; and,\ndirect staff to undertake the steps necessary to finalize Council’s action. 15. AWARD CONTRACT TO ALL CITY MANAGEMENT SERVICES (ACMS) FOR SCHOOL\nCROSSING GUARD SERVICES – F2M22-62, C2M23-90, M2M23-196\nOn November 14, 2022, the City Council approved a one-year contract with All City\nManagement Services (ACMS) to staff five of the City’s locations with crossing guards\nand manage and supervise those crossing guards. This contract expires December 31,\n2023. The Police Department is recommending continuing its service and entering into a\nrevised contract with ACMS for the management of Alhambra’s Crossing Guard Program.\nUnlike the existing contract, ACMS will manage the entire crossing guard program at the\nCity’s 18 specified locations. ACMS will be responsible for the hiring process,\nstaffing/substitution, payroll, staff training, supervision, workers compensation, and all\nadministrative costs. Current City of Alhambra crossing guards will be offered opportunity\nto transition to ACMS. The benefits of continuing a contract with ACMS include reliable\ncrosswalk staffing; relieving the Police Department of crossing guard management and\nduties; liability; and providing a safer environment for children walking to school.\nAdditionally, ACMS is also providing crossing guard services to the Alhambra Unified\nSchool District (AUSD) for their summer session(s). Summer expenses are completely\ncovered by AUSD and they are an important consideration to the continuity of services. A\ncontract with ACMS can be awarded pursuant to Alhambra’s Discretionary Process,\nAlhambra Municipal Code Section 3.38.050.\nRecommended Action: City Council approve a contract, subject to final language\napproval by the City Manager and City Attorney, between the City of Alhambra and All\nCity Management Services for the School Crossing Guard Program for an eighteen-month\nperiod through June, 2025 in an amount not to exceed $630,262.08; authorize a budget\ntransfer of $46,824.48 in FY 2024-25 from part-time salaries to the Contract Services; and,\ndirect staff to undertake the steps necessary to finalize Council’s action. 16. REJECT PROPOSALS RECEIVED AND REAUTHORIZE A REQUEST FOR\nPROPOSALS FOR THE PURCHASE, DELIVERY AND INSTALLATION OF\nFURNITURE, FIXTURES AND EQUIPMENT AT THE POLICE DEPARTMENT – F2M23-\n64, RFP2M23-22, RFP2M23-28, M2M23-198\n10\n11-13-23\nOn August 28, 2023, the City Council authorized the distribution of a Request for\nProposals (RFP) for the purchase, delivery, and installation of furniture, fixtures and\nequipment for the Police Department facility. On October 9, 2023, two qualified proposals\nwere received. However, the proposal amounts were significantly above the budget\navailable for the project. As a result, staff requests that the City Council reject the\nproposals received and authorize the distribution of a new RFP for the project. Staff will\nrevise the RFP with the scope of work reduced and further clarification added.\nRecommended Action: City Council reject the proposals received in response to\nRFP2M23-22; authorize the distribution of a new Request for Proposals (RFP2M23-28)\nfor the purchase delivery and installation of furniture, fixtures and equipment for the Police\nDepartment facility; and, direct staff to undertake the steps necessary to finalize Council’s\naction. 19. SECOND READING AND ADOPTION OF AN ORDINANCE EXTENDING THE TERM\nOF ORDINANCE NO. O2M23-4812, A TEMPORARY MORATORIUM ON CERTAIN “NO\nFAULT” RESIDENTIAL EVICTIONS DUE TO A PROPERTY OWNER’S INTENT TO\nSUBSTANTIALLY REMODEL THE TENANT’S UNIT IN THE CITY OF ALHAMBRA\nAND DETERMINE THIS ACTION IS EXEMPT FROM CEQA – F2M23-7, O2M23-4812,\nO2M23-4822\nOn June 26, 2023, the City Council adopted Ordinance No. O2M23-4812, imposing a\ntemporary moratorium on so called “renovictions,” through December 31, 2023. On\nSeptember 30, 2023, SB 567 was signed by the Governor. SB 567 revises certain tenant\nprotections in State law which address the concerns that the City’s moratorium was\nintended to address. However, those protections do not take effect until April 1, 2024. At\nthe October 9, 2023 City Council meeting, the City Council directed that an amendment\nto Ordinance No. O2M23-4812 be agendized to extend the term of the temporary\n11\n11-13-23\nmoratorium on renovictions until the tenant protections of SB 567 become effective. The\nCity reviewed the environmental impacts of this Ordinance under the California\nEnvironmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the\nregulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA\nGuidelines”). This Ordinance is not subject to further review environmental review\nbecause: (1) it will not result in a direct or reasonably foreseeable indirect physical change\nin the environment (14 Cal. Code Regs. § 15060(c)(2); (2) there is no possibility that this\nOrdinance themselves may have a significant effect on the environment (14 Cal. Code\nRegs. § 15061(b)(3)); and (3) the Ordinance, by itself, do not constitute a “project” as\ndefined in the CEQA Guidelines (14 Cal. Code Regs. § 15378). The Ordinance is for\ngeneral policies and procedure-making.\nRecommended Action: City Council, by one motion, declare introduced for its second\nreading and adopt the following ordinance entitled:\nOrdinance No. O2M23-4822: An Ordinance of the City Council of the\nCity of Alhambra, California, extending the term of Ordinance No.\nO2M23-4812, a temporary Moratorium on certain “no fault” residential\nevictions due to a property owner’s intent to substantially remodel the\ntenant’s unit in the City of Alhambra

2. PUBLIC HEARING TO ADOPT ORDINANCE O2M23-4823 APPROVING ZONING TEXT\nAMENDMENT AMD-23-10 (THE COMPREHENSIVE UPDATE TO THE CITY OF\nALHAMBRA ZONING CODE [TITLE 23 OF THE ALHAMBRA MUNICIPAL CODE])\nAND ZONING MAP AMENDMENT AMD-23-09 (AN AMENDMENT TO THE CITY OF\nALHAMBRA OFFICIAL ZONING MAP); AND A RESOLUTION APPROVING GENERAL\nPLAN TEXT AMENDMENT AMD-23-08 (AN AMENDMENT TO THE LAND USE AND\nCOMMUNITY DESIGN CHAPTER OF THE CITY OF ALHAMBRA GENERAL PLAN,\nVISION 2040), GENERAL PLAN MAP AMENDMENT AMD-23-07 (AN AMENDMENT\nTO THE CITY OF ALHAMBRA GENERAL PLAN LAND USE MAP), AND INITIAL\nSTUDY/NEGATIVE DECLARATION – F2M20-24, N2M23-127, O2M23-4823, R2M23-54\nThis is the time and place set by Notice No. N2M23-127 for the City Council to hold a\npublic hearing to consider a General Plan Map Amendment, General Plan Text\nAmendment, Zoning Map Amendment and Zoning Text Amendment adopting the\ncomprehensive update to the City of Alhambra Zoning Code (Title 23 of the Alhambra\nMunicipal Code), an Amendment to the City of Alhambra Official Zoning Map, an\nAmendment to the Land Use and Community Design Chapter of the City of Alhambra\nGeneral Plan, Vision 2040, and an Amendment to the City of Alhambra General Plan Land\nUse Map (the “Project”); and to adopt the Initial Study/Negative Declaration for the Project\npursuant to the California Environmental Quality Act (CEQA). On August 10, 2020, the\nCity Council was provided an introduction to the comprehensive Zoning Code update\nproject known as CODEALHAMBRA (www.alhambracodeupdate.com). The goal of the\nproject being to update the City of Alhambra’s 37-year-old Zoning Code with a state of-\nthe-art, flexible, user-friendly Zoning Code that serves as an effective tool to implement\nthe community’s vision for the future. The project was then introduced to the Planning\nCommission on December 7, 2020. The public was given opportunity to participate in the\nproject in two community workshops held on January 21 and 23, 2021.\nBetween August 1, 2022, and December 5, 2022, an overview of the draft Zoning Code\nwas presented to the Planning Commission over the course of seven meetings, which\nwere open to the public and promoted through several methods, including social media in\nmultiple languages. The presentations covered the chapters of the draft Zoning Code,\nsuch as permit processes, permitted uses, development standards, parking standards,\nand nonconformities. Following these initial presentations on the draft Zoning Code, 42\nareas of the proposed Zoning Code were identified for further discussion. These became\nknown as “The 42 Comments.” Discussions of these comments spanned nine meetings\nbetween December 19, 2022 and May 1, 2023. The next four presentations between May\n15, 2023 and July 10, 2023 focused on zone changes and in particular, the rezoning of all\nof the P (Parking) zone lots to another zoning classification. Over the course of these 20\nmeetings, members of the public attended regularly and provided comments on the\npresentations. Additionally, each meeting was also recorded through Zoom and made\navailable to view on the City website and the CODEALHAMBRA project website.\nThe Planning Commission’s public hearing on the Zoning Code was originally scheduled\nfor August 7, 2023 and was continued for the next several meetings (August 21st,\nSeptember 5th, September 18th, October 2nd, and October 16th). Following a presentation\non September 18, 2023, the Planning Commission received public comment and began\ntheir deliberations, which continued to October 2nd and October 16, 2023. At the October\n16, 2023 meeting, by a vote of 9-0 with one absence, the Planning Commission adopted\n3\n11-13-23\nResolution No. 23-20 recommending the City Council approve the comprehensive Zoning\nCode update and associated Zoning and General Plan amendment applications with the\nincorporation of the Planning Commission’s recommended changes. The Planning\nCommission’s recommended revisions to the Zoning Code include changes to: use\nallowances; residential setbacks; maximum building stories and heights; minimum\nresidential open space; maximum density; minimum affordable housing requirements;\npublic noticing and review authority for Minor Administrative Reviews; time limits for\nappeal periods; as well as incorporation of the existing Residential Planned Development\nPermit process. Staff will present the Planning Commission’s recommended revisions to\nthe City Council for consideration. Certain language in the draft Ordinance and Resolution\nrequires direction from the Council; specifically, as to whether or not to accept or modify\nthe Planning Commission’s recommendations, or to adopt without further revision the draft\ndocuments as recommended by staff.\nRecommended Action: City Council:\n1. Conduct a public hearing to receive public testimony;\n2. Determine which of the highlighted Planning Commission’s recommendations to\ninclude and direct the City Attorney to introduce and give first reading by title only,\nwaiving further reading to the following ordinance entitled:\nOrdinance No. O2M23-4823: AN ORDINANCE OF THE ALHAMBRA CITY COUNCIL\nADOPTING ZONING TEXT AMENDMENT AMD-23-10, THE COMPREHENSIVE\nUPDATE TO THE CITY OF ALHAMBRA ZONING CODE (TITLE 23 OF THE\nALHAMBRA MUNICIPAL CODE), AND ZONING MAP AMENDMENT AMD-23-09, AN\nAMENDMENT TO THE CITY OF ALHAMBRA OFFICIAL ZONING MAP\nwhich ordinance shall return for a second reading and adoption at the next City\nCouncil meeting; and,

3. Determine which of the Planning Commission’s highlighted recommendations to\ninclude and adopt the following Resolution entitled:\nResolution No. R2M23-54: A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF ALHAMBRA, CALIFORNIA, APPROVING GENERAL PLAN TEXT AMENDMENT\nAMD-23-08, AN AMENDMENT TO THE LAND USE AND COMMUNITY DESIGN\nCHAPTER OF THE CITY OF ALHAMBRA GENERAL PLAN, VISION 2040;\nGENERAL PLAN MAP AMENDMENT AMD-23-07, AN AMENDMENT TO THE CITY\nOF ALHAMBRA GENERAL PLAN LAND USE MAP; AND ADOPTING THE INITIAL\nSTUDY/NEGATIVE DECLARATION FOR THE PROJECT PURSUANT TO THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA).\nPRESENTATION\n3. COUNCIL DIRECTION ON ALHAMBRA COMMUNITY CENTER DESIGN – F2M22-65,\nM2M23-197\nCity staff is working with KFA Architects and Environmental Science Associates to develop\nthe Environmental Impact Report (EIR) to meet the California Environmental Quality Act\n(CEQA) requirements. On October 25, 2023, a public community meeting requesting input\n4\n11-13-23\non the Alhambra Community Center building designs was conducted. As part of the\ncommunity engagement process, staff distributed door hangers to residents, businesses,\nand churches in the surrounding area. In addition, the community was made aware of the\ncommunity meeting through social media outlets and provided a survey via survey\nmonkey. Fifty community members attended the meeting and 198 completed an online\nsurvey. At the public outreach meeting, members of the community provided input as to\nwhat building and landscape features they preferred. In addition, they were asked to select\nthe building rendering they preferred the most. The online survey mirrored the community\nmeeting request for input. The City has also been in discussions with the Alhambra Unified\nSchool District so that the street may be vacated to allow for better use of the community\ncenter parcel and expanded water recapture infrastructure at the north portion of the City\nparcel. Staff evaluated the results of the community meeting survey and the online survey\nand will present the results to the City Council. Staff is seeking Council direction on the\nbuilding scheme and elements to help finalize the project description for the EIR.\nRecommended Action: City Council select one of two Community Center building\ndesign options, either Scheme I. “Around the Camp Fire” or Scheme II. “Paseos” to assist\nin development of the Environmental Impact Report (EIR) project description and provide\nfeedback on the building design elements and landscape features; and, direct staff to\nundertake the steps necessary to finalize the Council’s action. 4. NOTICE INVITING BIDS: INSTALLATION OF PEDESTRIAN COUNTDOWN SIGNAL\nHEAD SYSTEMS PROJECT AT VARIOUS INTERSECTIONS THROUGHOUT THE\nCITY (HSIP-5130(022)) – F2M23-73, N2M23-137\nStaff recently secured approval from the California Department of Transportation for the\nHSIP-5130(022) Install Pedestrian Countdown Signal Head Systems Project. The project\nconsists of installing countdown signal heads at various intersections throughout the City.\nThe project was submitted to the Department of Transportation under the Highway Safety\nImprovement Program Cycle 9. It was selected for funding in the amount of $876,000.\nPlans and specifications have been prepared for this project. Staff reviewed the plans;\nand found them to be in conformance with City standards. AUTHORIZE RFP: PROFESSIONAL ENGINEERING DESIGN SERVICES FOR THE\nSEWER MAIN REPLACEMENT PROJECT ON ALMANSOR STREET – F2M23-74,\nRPF2M23-29\nThe Sewer Master Plan identified the sewer main on Almansor Street at Lindaraxa Park\nhas a lower slope and may cause the system to be surcharged during peak wet weather\nconditions. Therefore, it recommended the slope of the pipe be increased so that the\nsystem does not back up and cause a spill in the future. As part of the City of Alhambra’s\nUtilities Department ongoing capital improvement program, this project will provide:\nengineering design, plans, and preparation of bid specifications for the replacement of\napproximately 300 feet of existing 8-inch sewer main.\nRecommended Action: City Council approve the distribution of a Request for\nProposals (RFP) for Professional Engineering Design Services for the Sewer Main\nReplacement Project on Almansor Street, with proposals due no later than 4:00 p.m. on\nDecember 7, 2023; and, direct staff to undertake the steps necessary to finalize the\nCouncil’s action.

6. AUTHORIZE RFP: PYROTECHNICS SERVICES FOR THE ALHAMBRA FOURTH OF\nJULY CELEBRATION – F2M23-75, RFP2M23-27\nThe City of Alhambra is seeking to establish a 3-year contract with a professional\npyrotechnic operator for the City’s Fourth of July Celebration. Although staff is seeking a\n3-year contract, the City of Alhambra will have the option to renew the pyrotechnic services\nafter each year, pursuant to satisfactory performance. At this time, staff recommends the\nCity Council authorize the circulation of a Request for Proposals for pyrotechnic services.\nThe Request for Proposals will be released on November 14, 2023.\nRecommended Action: City Council authorize staff to circulate a Request for\nProposals (RFP) to prospective operators to provide pyrotechnics services for the\nAlhambra 4th of July Celebration, with proposals due by 4:30 p.m. on November 27, 2023;\nand, direct staff to undertake the steps necessary to finalize Council’s action. It is\nrecommended the renewals be authorized by the City Manager or their Designee.

7. AWARD CONTRACT: PURCHASE OF ONE SERVICE TRUCK FOR THE PUBLIC\nWORKS DEPARTMENT – F2M23-6A, C2M23-86, M2M23-189\nThe FY 2023-24 Budget includes the replacement of one service body truck. The current\ntruck is over 25 years old and has reached its end of service life. As such, staff is seeking\nto purchase one service body truck to replace this vehicle through a cooperative purchase\nagreement. Cooperative purchase is allowable per Alhambra Municipal Code Section\n3.36.080(B)(3). On September 15, 2021, Sourcewell opened four bids for procuring\nvehicles, cars, vans, SUVs, and light trucks with related equipment, accessories, and\nservices. Sourcewell awarded contract 091521-NAF to National Auto Fleet Group on\nNovember 4, 2021 - a contract that does not expire until November 8, 2025. Per the\nSourcewell bid specifications, there is an option for utility trucks. Staff is recommending\npurchasing one truck utilizing this option.\n6\n11-13-23\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to National Auto Fleet Group for the\npurchase of one service body truck in the amount of $91,488.10; and, direct staff to\nundertake the steps necessary to finalize Council’s action. APPROVAL OF A CONTRACT FOR AUTOLEND LIBRARY MACHINE AND LOCKER\nSYSTEM – F2M23-76, C2M23-85, M2M23-190\nThe Alhambra Library continues to pursue innovative opportunities to meet the needs of\nthe community while ensuring convenient, equitable access to its services and resources.\nTo further these efforts, the Library seeks to deliver 24/7 access to library resources by\ninstalling a lending kiosk and locker system at Emery Park, located at the westernmost\nboundary of Alhambra. International Library Services, Inc. has created an AutoLend\nLibrary Machine that stores up to 228 loanable books and other circulation items for\nimmediate check out and an Integrated Control Module Locker System to securely house\nbook holds or other requested items for pick up at a location and time more convenient to\npatrons. International Library Services, Inc. is the only vendor that provides an “all-in-one”\nself-contained combination unit that includes both lending library and locker system. As a\nresult, staff is requesting the Council authorize its procurement under sole source. Sole\nsource is allowable per Alhambra Municipal Code 3.36.080, section (B)(2).\nRecommended Action: City Council approve a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nInternational Library Services, Inc. for the purchase of an AutoLend Library Machine and\nIntegrated Control Module Locker System in the amount of $79,765.88; authorize the City\nManager or designee to execute said contract; and, direct staff to undertake the steps\nnecessary to finalize Council’s action. 9. NOTICE OF COMPLETION: FY 2021-2022 SB1 STREET REHABILITATION PROJECT\n– F2M21-37, C2M22-64, M2M23-191\nOn December 12, 2022, the City Council awarded a contract to Kalban, Inc. for the FY\n2021-22 Street Rehabilitation Project in the amount of $2,092,883.00. Two change orders\nwere issued that reduced the total cost of the contract by $27,978.62. The change orders\naddressed bid item quantity adjustments to the actual amount of asphalt placed as well\nas amounts of actual concrete poured. The adjusted total cost of the project is\n$2,064,904.38. This project has been inspected by staff and all work has been completed\nin accordance with the City’s requirements and specifications. As such, it would be\nappropriate for the City Council to accept this project as complete and instruct that the\nNotice of Completion be filed with the County of Los Angeles Recorder’s Office.\nRecommended Action: City Council accept the work of Kalban Inc. for the FY 2021-\n22 Street Rehabilitation Project as complete in the amount of $2,064,904.38; direct the\nCity Clerk to file a Notice of Completion with the County of Los Angeles for recordation;\ninstruct the Finance Director to release the 5% retention 35 days from the date of\nrecordation if no liens are filed; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action.
