15. AWARD CONTRACT TO ALL CITY MANAGEMENT SERVICES (ACMS) FOR SCHOOL\nCROSSING GUARD SERVICES – F2M22-62, C2M23-90, M2M23-196\nOn November 14, 2022, the City Council approved a one-year contract with All City\nManagement Services (ACMS) to staff five of the City’s locations with crossing guards\nand manage and supervise those crossing guards. This contract expires December 31,\n2023. The Police Department is recommending continuing its service and entering into a\nrevised contract with ACMS for the management of Alhambra’s Crossing Guard Program.\nUnlike the existing contract, ACMS will manage the entire crossing guard program at the\nCity’s 18 specified locations. ACMS will be responsible for the hiring process,\nstaffing/substitution, payroll, staff training, supervision, workers compensation, and all\nadministrative costs. Current City of Alhambra crossing guards will be offered opportunity\nto transition to ACMS. The benefits of continuing a contract with ACMS include reliable\ncrosswalk staffing; relieving the Police Department of crossing guard management and\nduties; liability; and providing a safer environment for children walking to school.\nAdditionally, ACMS is also providing crossing guard services to the Alhambra Unified\nSchool District (AUSD) for their summer session(s). Summer expenses are completely\ncovered by AUSD and they are an important consideration to the continuity of services. A\ncontract with ACMS can be awarded pursuant to Alhambra’s Discretionary Process,\nAlhambra Municipal Code Section 3.38.050.\nRecommended Action: City Council approve a contract, subject to final language\napproval by the City Manager and City Attorney, between the City of Alhambra and All\nCity Management Services for the School Crossing Guard Program for an eighteen-month\nperiod through June, 2025 in an amount not to exceed $630,262.08; authorize a budget\ntransfer of $46,824.48 in FY 2024-25 from part-time salaries to the Contract Services; and,\ndirect staff to undertake the steps necessary to finalize Council’s action.
