3. Determine which of the Planning Commission’s highlighted recommendations to\ninclude and adopt the following Resolution entitled:\nResolution No. R2M23-54: A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF ALHAMBRA, CALIFORNIA, APPROVING GENERAL PLAN TEXT AMENDMENT\nAMD-23-08, AN AMENDMENT TO THE LAND USE AND COMMUNITY DESIGN\nCHAPTER OF THE CITY OF ALHAMBRA GENERAL PLAN, VISION 2040;\nGENERAL PLAN MAP AMENDMENT AMD-23-07, AN AMENDMENT TO THE CITY\nOF ALHAMBRA GENERAL PLAN LAND USE MAP; AND ADOPTING THE INITIAL\nSTUDY/NEGATIVE DECLARATION FOR THE PROJECT PURSUANT TO THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA).\nPRESENTATION\n3. COUNCIL DIRECTION ON ALHAMBRA COMMUNITY CENTER DESIGN – F2M22-65,\nM2M23-197\nCity staff is working with KFA Architects and Environmental Science Associates to develop\nthe Environmental Impact Report (EIR) to meet the California Environmental Quality Act\n(CEQA) requirements. On October 25, 2023, a public community meeting requesting input\n4\n11-13-23\non the Alhambra Community Center building designs was conducted. As part of the\ncommunity engagement process, staff distributed door hangers to residents, businesses,\nand churches in the surrounding area. In addition, the community was made aware of the\ncommunity meeting through social media outlets and provided a survey via survey\nmonkey. Fifty community members attended the meeting and 198 completed an online\nsurvey. At the public outreach meeting, members of the community provided input as to\nwhat building and landscape features they preferred. In addition, they were asked to select\nthe building rendering they preferred the most. The online survey mirrored the community\nmeeting request for input. The City has also been in discussions with the Alhambra Unified\nSchool District so that the street may be vacated to allow for better use of the community\ncenter parcel and expanded water recapture infrastructure at the north portion of the City\nparcel. Staff evaluated the results of the community meeting survey and the online survey\nand will present the results to the City Council. Staff is seeking Council direction on the\nbuilding scheme and elements to help finalize the project description for the EIR.\nRecommended Action: City Council select one of two Community Center building\ndesign options, either Scheme I. “Around the Camp Fire” or Scheme II. “Paseos” to assist\nin development of the Environmental Impact Report (EIR) project description and provide\nfeedback on the building design elements and landscape features; and, direct staff to\nundertake the steps necessary to finalize the Council’s action.
