6.\nAdopt Ordinance No. NS-XXXX – ZONING ORDINANCE AMENDMENT NO. 2022-03 –\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING\nPORTIONS OF CHAPTER 41 (ZONING) OF THE SANTA ANA MUNICIPAL CODE\nRELATING TO FAMILY DAYCARE, REGIONAL PLANNED SIGN PROGRAM\nREGULATIONS, MASSAGE ESTABLISHMENTS, CONDITIONALLY-PERMITTED USES\nIN THE PROFESSIONAL ZONING DISTRICT, RETAIL USES IN INDUSTRIAL ZONES,\nTRASH BIN ENCLOSURES, URBAN LOT SPLIT AND TWO-UNIT DEVELOPMENT\nSTANDARDS, NOXIOUS USES, DEFINITIONS FOR VARIOUS USES, ELECTRIC\nFENCES, SYNTHETIC TURF, AND PERMIT REQUIREMENTS FOR LIGHT\nPROCESSING FACILITIES\nFirst reading at the January 17, 2023 City Council meeting and approved by a vote of 7-0.\nPublished in the Orange County Reporter on January 27, 2022.\nPursuant to the California Environmental Quality Act (“CEQA”) and the state CEQA\nGuidelines, the adoption of this Ordinance is exempt from CEQA review pursuant to\nSections 15060(c)(2) and 15060(c)(3) of the State CEQA Guidelines because it will not\nresult in a direct or reasonably foreseeable indirect physical change in the environment, as\nthere is no possibility it will have a significant effect on the environment and it is not a\n"project", as defined in Section 15378 of the CEQA Guidelines. As a result, a Notice of\nExemption, Environmental Review No. 2022-73 will be filed upon adoption of this\nordinance.\nDepartment(s): Planning and Building Agency\nRecommended Action: Place ordinance on second reading and adopt.
