7.e. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 23-102,\nAWARDING A PROFESSIONAL SERVICES AGREEMENT (PSA) TO\nWEST COAST ARBORISTS, INC. FOR TREE MAINTENANCE\nSERVICES\nOn September 12, 2023, the City Council approved the solicitation of\nwritten proposals for Citywide Tree Maintenance Services for the City of\nSouth El Monte. Three (3) proposals were received and evaluated by staff\nusing the criteria listed on the Request for Proposal.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Find that the proposed action is not a project subject to the California\nEnvironmental Quality Act (CEQA) pursuant to Section 20165 of\nCEQA and Sections 15060(c)(2), 15060(c)(3), and 15378 of the State\nCEQA Guidelines and, as such, no environmental document pursuant\nto CEQA is required;\n2. Adopt Resolution No. 23-102, awarding a Professional Services\nAgreement to West Coast Arborists, Inc. for Tree Maintenance\nServices in the amount of $900,000; and\n3. Authorize the City Manager or designee to negotiate and execute the\nagreement.\nENVIRONMENTAL ANALYSIS: The action proposed herein is not a\nproject subject to the California Environmental Quality Act (CEQA) in\naccordance with Section 21065 of CEQA and State CEQA Guidelines\nSections 15060(c)(2), 15060(c)(3), and 15378. Entering into an agreement\nfor tree maintenance services is an administrative action that would not\ncause either a direct physical change in the environment or a reasonably\nforeseeable indirect physical change in the environment. Therefore, the\nproposed action is not a “project” subject to CEQA, as defined in Section\n21065 of CEQA and Section 15378 of the State CEQA Guidelines. Since\nthe action is not a project subject to CEQA, no environmental document is\nrequired.\n7.4. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 23-103,\nAWARDING A PROFESSIONAL SERVICES AGREEMENT (PSA) TO\nLOC ARCHITECTS FOR ARCHITECTURAL DESIGN SERVICES FOR\nNEW TEMPLE PARK MULTI-PURPOSE/ COMMUNITY ROOM, SNACK\nBAR, AND RESTROOM REHABILITATION\nStaff seeks City Council approval to award a Professional Services\nAgreement (PSA) to LOC Architects for Architectural Design Services for\nNew Temple Park Multi-Purpose/Community Room, Snack Bar, and\nRestroom Rehabilitation.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Find that the proposed action is not a project subject to the California\nEnvironmental Quality Act (CEQA) pursuant to Section 20165 of\nCEQA and Sections 15060(c)(2), 15060(c)(3), and 15378 of the State\nCEQA Guidelines and, as such, no environmental document pursuant\nto CEQA is required;\n2. Adopt Resolution No. 23-103, awarding a PSA to LOC Architects for\nArchitectural Design Services for New Temple Park Multi-Purpose/\nCommunity Room, Snack Bar, and Restroom Rehabilitation in the\namount of $138,400.00; and\n3. Authorize the Mayor or designee to negotiate and execute the\nagreement.\nENVIRONMENTAL ANALYSIS: The action proposed herein is not a\nproject subject to the California Environmental Quality Act (CEQA) in\naccordance with Section 21065 of CEQA and State CEQA Guidelines\nSections 15060(c)(2), 15060(c)(3), and 15378.
