5. Request for Authorization to Purchase Apex Officer - Pro Training\nSimulator package and accessories.\nIt is recommended that the City Council\n1. Waive the formal bidding process for this purchase; and\n2. Authorize the Police Department to purchase the Pro Training\nSimulator package and accessories; and\n3. Authorize the Director of Finance to appropriate the funding from the\nCommunity Policing Development (CPD) De-Escalation Training\nSolicitation grant and make the necessary budget adjustment; and\n4. Authorize the Chief of Police, or his designee, to complete all\nappropriate documentation to complete the purchase; and\n5. Authorize the Chief Executive Officer to approve a no-cost time\nextension to the subcontract with Sandy Jo MacArthur through\nAugust 31, 2024, to allow completion of grant-funded activities." This\nwill be retroactive to July 1, 2023; and
