3-K. CONSIDERATION AND APPROVAL OF AN INTERAGENCY MEMORANDUM OF\nUNDERSTANDING BETWEEN THE CITY OF MONTEREY PARK AND THE LOS ANGELES\nCOUNTY METROPOLITAN TRANSPORTATION AUTHORITY AS THE ADMINISTRATOR\nOF THE REGIONAL INTEGRATION OF INTELLIGENT TRANSPORTATION SYSTEMS\nIt is recommended that the City Council consider:\n(1) Authorizing the Interim City Manager to execute a Memorandum of Understanding (MOU)\nwith the Los Angeles County Metropolitan Transportation Authority (LACMTA), in a form\napproved by the City Attorney, for the Regional Integration of Intelligent Transportation\nSystem (RIITS); and\n(2) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe proposed action is exempt from the requirements of the California Environmental Quality\nAct (Pub. Res. Code §§ 21000, et seq.: “CEQA”) and CEQA Guidelines (Cal. Code Regs. Title\n14, §§ 15000, et, seq.) in accordance with CEQA Guidelines § 15305 (Class 5 – Minor Alterations\nin Land Use Limitations). The project involves a negligible expansion of use; there is only a minor\nchange in the operation of an existing use. The project would not result in significant effects\nrelated to traffic, noise, air quality, or water quality and it can be adequately served by all required\nutilities and public services.
