RESOLUTION ADOPTING THE RECOGNIZED OBLIGATION PAYMENT SCHEDULE AND\nADMINISTRATIVE BUDGET FOR JULY 1, 2024 – JUNE 30, 2025\nIt is recommended that the City Council consider:\n(1) Adopting a resolution approving the Recognized Obligation Payment Schedule (ROPS 24-\n25 A&B) for the period between July 1, 2024 – June 30, 2025; and\n(2) Approving the Successor Agency Administrative Budget for July 1, 2024 – June 30, 2025;\n(3) Directing staff to post and transmit the ROPS and Administrative Budget to the appropriate\npublic agencies; and\n(4) Taking such additional, related, action that may be desirable.

SAN GABRIEL VALLEY MUNICIPAL WATER DISTRICT OPPORTUNITY FOR WATER\nLEADERSHIP (OWL) GRANT FISCAL YEAR 2023/24\nIt is recommended that the City Council consider:\n(1) Accepting $3,000 in San Gabriel Valley Municipal Water District grant funding to purchase\nitems for the Library collection and host a family-friendly event; and\n(2) Augmenting the FY 2023-2024 to allocate the $3,000 in grant funds; and\n(3) Taking such additional, related, action that may be desirable.

AUTHORIZE THE INTERIM CITY MANAGER TO EXTEND THE LICENSE AGREEMENT\nWITH CHINATOWN SERVICE CENTER FOR USE OF THE SIERRA VISTA COMMUNITY\nCENTER AS THE TEMPORARY SITE OF THE MPK HOPE RESILIENCY CENTER\nIt is recommended that the City Council consider:\n(1) Authorizing the Interim City Manager, or designee, to extend the license agreement, in a\nform approved by the City Attorney with Chinatown Service Center for use of the Sierra\nVista Community Center as the temporary MPK Hope Resiliency Center; and\n(2) Taking such additional, related, action that may be desirable.

AUTHORIZE THE INTERIM CITY MANAGER TO EXECUTE A LICENSE AGREEMENT WITH\nCARNIVAL MIDWAY ATTRACTIONS TO PROVIDE AMUSEMENT RIDES, GAMES, AND\nCONCESSIONS AT THE ANNUAL HAPPY BIRTHDAY MONTEREY PARK, PLAY DAYS\nCARNIVAL\nIt is recommended that the City Council consider:\n(1) Authorizing the Interim City Manager, or designee, to execute a license agreement, in a\nform approved by the City Attorney with Carnival Midway Attractions to provide\namusement rides, games, and concessions at the annual Happy Birthday Monterey Park,\nPlay Days Carnival; and\n(2) Taking such additional, related, action that may be desirable.

CONSIDERATION AND APPROVAL OF AN INTERAGENCY MEMORANDUM OF\nUNDERSTANDING BETWEEN THE CITY OF MONTEREY PARK AND THE LOS ANGELES\nCOUNTY METROPOLITAN TRANSPORTATION AUTHORITY AS THE ADMINISTRATOR\nOF THE REGIONAL INTEGRATION OF INTELLIGENT TRANSPORTATION SYSTEMS\nIt is recommended that the City Council consider:\n(1) Authorizing the Interim City Manager to execute a Memorandum of Understanding (MOU)\nwith the Los Angeles County Metropolitan Transportation Authority (LACMTA), in a form\napproved by the City Attorney, for the Regional Integration of Intelligent Transportation\nSystem (RIITS); and\n(2) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe proposed action is exempt from the requirements of the California Environmental Quality\nAct (Pub. Res. Code §§ 21000, et seq.: “CEQA”) and CEQA Guidelines (Cal. Code Regs. Title\n14, §§ 15000, et, seq.) in accordance with CEQA Guidelines § 15305 (Class 5 – Minor Alterations\nin Land Use Limitations). The project involves a negligible expansion of use; there is only a minor\nchange in the operation of an existing use. The project would not result in significant effects\nrelated to traffic, noise, air quality, or water quality and it can be adequately served by all required\nutilities and public services.

3-L. 2023 RESIDENTIAL STREET REHABILITATION – AWARD OF PUBLIC WORKS\nCONTRACT TO ALL AMERICAN ASPHALT\nIt is recommended that the City Council consider:\n(1) Authorizing the Interim City Manager to execute a public works contract, in a form\napproved by the City Attorney, with All American Asphalt in the contract amount of\n$1,200,000 for the 2023 Residential Street Rehabilitation Project; and\n(2) Authorizing the Director of Public Works to approve change orders and contingency up to\n$180,000, or 15% of the contract amount; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nIt is recommended that the City Council find that the proposed work is exempt from additional\nenvironmental review under the California Environmental Quality Act (“CEQA”) pursuant to\nCEQA Guidelines (14 Cal. Code of Regs. § 15000, et seq.) § 15301(c) (Existing Facilities) which\nexempts the operation, repair, maintenance, alteration of existing public or private structures\nwhich involve negligible or no expansion of existing or former use. Subsection (c) of Section\n15301 notes that repair of existing highways and streets, sidewalks, gutters, and bicycle and\npedestrian trails—like the proposed work—are exempt from CEQA if additional automobile\nlanes are not created.

PUBLIC HEARING TO APPROVE THE 2023 ANNUAL REPORT AND THE LEVY OF\nASSESSMENTS FOR DOWNTOWN BUSINESS IMPROVEMENT DISTRICT NO. 1 FOR\nPROGRAM YEAR 2024.\nIt is recommended that the City Council consider:\n(1) Opening the public hearing, receiving both written and oral comments, and closing the\npublic hearing; and\n(2) Adopting the resolution confirming the 2023 Annual Report and the levy of assessments\nfor Business Improvement District No. 1 for program year 2024; and\n(3) Taking such additional, related, action that may be desirable.

PROVIDE AN UPDATE AND RECOMMENDATIONS REGARDING THE MONTEREY PARK\nREWARDS PROGRAM\nIt is recommended that the City Council consider:\n(1) Discussing several options regarding the continued use of a shop local rewards program;\nand\n(2) If desirable, providing additional staff direction; and\n(3) Taking such additional, related, action that may be desirable.

AN ORDINANCE AMENDING THE MONTEREY PARK MUNICIPAL CODE (“MPMC”)\nREGULATING PERMIT PARKING\nIt is recommended that the City Council consider:\n(1) Introducing and waiving first reading of an Ordinance adding Chapter 10.68 to the\nMonterey Park Municipal Code (“MPMC”) regulating preferential parking permit districts;\nand\n(2) Scheduling a second reading and adoption for December 6, 2023; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the Project under the California Environmental\nQuality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the regulations promulgated\nthereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA Guidelines”). CEQA Guidelines\n§§ 15060(c)(2), 15061(b)(3), and 15378 exempt activities that will not result in a direct or\nreasonably foreseeable indirect physical change in the environment, activities where there is\npossibility that it may have a significant effect on the environment, and activities that do not\nconstitute a “project” as defined, respectively. This Ordinance is for general policies and\nprocedure-making. Any request for preferential parking districts pursuant to this ordinance will\nbe evaluated separately under the CEQA Guidelines. Accordingly, this Ordinance is exempt\nfrom further review.
