7) A PUBLIC HEARING TO CONSIDER APPROVING AN ENERGY SAVINGS PERFORMANCE\nCONTRACT WITH WILLDAN ENERGY SOLUTIONS FOR TURN-KEY DESIGN, ENGINEERING,\nAND CONSTRUCTION SERVICES FOR SOLAR, HEATING, VENTILATION, AND AIR\nCONDITIONING, AND BATTERY ENERGY STORAGE SYSTEMS AT CITY FACILITIES\nRecommend that the City Council:\na. Conduct a Public Hearing;\nb. Pending public testimony, provide direction on an Energy Savings Performance Contract\nwith Willdan Energy Solutions (Contract No. 2126) for Turn-Key Design, Engineering, and\nConstruction Services for either:\nOption No. 1: Solar, Heating, Ventilation, and Air Conditioning (HVAC), and Battery\nEnergy Storage Systems (BESS) at City Facilities; or\nOption No. 2: HVAC at the Police Department facility;\nc. Consider the adoption of Resolution No. 8195 adopting required findings and authorizing\nthe City Council to execute an Energy Savings Performance Contract with Willdan Energy\nSolutions; and\nd.
