4) CONSIDERATION TO APPROVE A FIRST AMENDMENT TO THE PROFESSIONAL SERVICES\nAGREEMENTS WITH HOUSEAL LAVIGNE ASSOCIATES, LLC DBA HOUSEAL LAVIGNE FOR\nPREPARATION OF THE 6TH CYCLE (2021-2029) HOUSING ELEMENT UPDATE\nRecommend that the City Council:\na. Approve a first Amendment to the Professional Services Agreement with Houseal Lavigne\nAssociates, LLC dba Houseal Lavigne (Contract No. 1972(a)) for preparation of the 6th\nCycle (2021-2029) Housing Element Update to increase the contract amount by $45,080\nfrom $259,920 to $305,000 and extend the contract to December 31, 2024; and\nb. Authorize the City Manager, or designee, to execute the Amendment and all related\ndocuments.

5) CONSIDERATION TO ACCEPT GRANT FUNDS AWARDED BY THE UNITED STATES\nDEPARTMENT OF JUSTICE UNDER THE BULLETPROOF VEST PARTNERSHIP GRANT ACT OF\n1988\nRecommend that the City Council:\na. Accept the United States Department of Justice grant in the amount of $21,891.62\nintended to cover fifty percent of the cost for body armor vests for all sworn and reserve\npolice personnel;\nb. Adopt Resolution No. 8194 amending the budget of Fiscal Year 2022-2023 to\nappropriate the grant revenues and expenses;\nc. Approve the purchase of 40 body armor vests from Dana Safety Supply through a\ncooperative purchasing contract with BuyBoard in accordance with Chapter 2, Article VI,\nDivision 6, Section 2-802 of the City of San Fernando Municipal Code; and\nd. Authorize the City Manager to execute a Purchase Order in an amount not to exceed\n$42,241.

7) A PUBLIC HEARING TO CONSIDER APPROVING AN ENERGY SAVINGS PERFORMANCE\nCONTRACT WITH WILLDAN ENERGY SOLUTIONS FOR TURN-KEY DESIGN, ENGINEERING,\nAND CONSTRUCTION SERVICES FOR SOLAR, HEATING, VENTILATION, AND AIR\nCONDITIONING, AND BATTERY ENERGY STORAGE SYSTEMS AT CITY FACILITIES\nRecommend that the City Council:\na. Conduct a Public Hearing;\nb. Pending public testimony, provide direction on an Energy Savings Performance Contract\nwith Willdan Energy Solutions (Contract No. 2126) for Turn-Key Design, Engineering, and\nConstruction Services for either:\nOption No. 1: Solar, Heating, Ventilation, and Air Conditioning (HVAC), and Battery\nEnergy Storage Systems (BESS) at City Facilities; or\nOption No. 2: HVAC at the Police Department facility;\nc. Consider the adoption of Resolution No. 8195 adopting required findings and authorizing\nthe City Council to execute an Energy Savings Performance Contract with Willdan Energy\nSolutions; and\nd. 8) UPDATE AND DISCUSSION FROM THE 100-YEAR ANNIVERSARY OF WOMEN’S RIGHT TO\nVOTE AD HOC COMMITTEE RELATED A MURAL COMMEMORATING THE 100TH\nANNIVERSARY OF WOMEN GAINING THE RIGHT TO VOTE\nRecommend that the City Council:\na. Receive an update from the 100-Year Anniversary of Women’s Right to Vote Ad Hoc;\nb. Provide input regarding the proposed process for developing a commemorative mural on\nCity-owned property; and\nc. Provide direction to staff, as appropriate.
