M. CONSIDERATION OF A RESOLUTION APPROVING A MEMORANDUM OF\nUNDERSTANDING WITH SAN DIEGO ASSOCIATION OF GOVERNMENTS\nFOR REGIONAL BEACH SAND PROJECT III, PHASE 1 AND FINDING THE\nPROJECT STATUTORILY EXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT\nStaff Recommendation\nAdopt Resolution No. 23-138, which will:\n1. Find the project statutorily exempt from the California Environmental\nQuality Act (CEQA) under Section 15262 of the State CEQA Guidelines\n(Feasibility and Planning Studies, 14 CCR section 15262).\n2. Authorize the City Manager to enter into a Memorandum of\nUnderstanding, Contract No. C23-73, with the San Diego Association of\nGovernments (SANDAG) for the Regional Beach Sand Project (RBSP) III,\nPhase I activities.\n3. Authorize payment of the requested amount to San Diego Association of\nGovernments (SANDAG) in the amount of $109,511.85.
