Find the requested Mills Act Contract exempt from the California Environmental Quality Act (CEQA)\npursuant to CEQA Guidelines Section 15331 (Class 31, Historical Resource Restoration/Rehabilitation); and\n— 2. Enter into a Mills Act Contract with the property owners of 315 South Flower Avenue. It is estimated that\nthe potential tax savings for the property owners would be approximately $12,108 per year, resulting in the\npotential revenue loss for the City of approximately $1,562 per year.
