5.1. Award of Contract to Civiltec Engineering for the Design of the New Grand Well\nTreatment Plant\nRECOMMENDATION:\nStaff recommends that the City Council:\n1. Accept the proposal by Civiltec Engineering for the design and delivery of\nplans, specifications, and estimates for the Grand Well Treatment Plant;\n2. Award a contract to Civiltec Engineering in the amount of $420,720, with\nan additional 15% contingency for a total project cost of $483,828;\n3. Reject all other bids; and\n4.
