F. ORDINANCE NO. 695: AMENDING CHAPTER 153 OF THE SAN GABRIEL\nMUNICIPAL CODE TO ADDRESS MIXED-USE STANDARDS IN THE C-1 AND\nC-3 ZONE DISTRICTS (ZTA 23-003) – SECOND READING AND ADOPTION\nAdoption of Ordinance No. 695 would amend Title XV, Chapter 153 (Zoning\nCode) of the San Gabriel Municipal Code (SGMC) relating to Mixed-Use\nStandards in the C-1 and C-3 Zone Districts\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed\namendments were reviewed for compliance with the California Environmental\nQuality Act. An Initial Study/Negative Declaration was prepared for the 2021-\n2029 Housing Element, as required by the California Environmental Quality Act,\nPublic Resources Code Section 21000 et seq., the CEQA Guidelines, and the City\nof San Gabriel Local Guidelines for Implementing CEQA. The Initial\nStudy/Negative Declaration considered the policies and programs outlined in the\nHousing Element. The Housing element establishes objectives, policies, and\nprograms to assist the City in achieving state-mandated housing goals. No formal\nland use changes or physical development are proposed at this time and future\nland use and physical development would require separate environmental\nevaluation.\nRecommended Action:\nStaff recommends that the City Council waive reading and adopt Ordinance No.\n695 entitled, “An Ordinance of the City Council of the City of San Gabriel,\nCalifornia, Approving Planning Case No. ZTA23-003, Amending Title XV,\nChapter 153 (Zoning) relating to mixed-use standards in the C-1 and C-3 Zone\nDistricts.”
