E. ORDINANCE NO. 693: AMENDING CHAPTER 153 OF THE SAN GABRIEL\nMUNICIPAL CODE, VALLEY BOULEVARD SPECIFIC PLAN, AND MISSION\nDISTRICT SPECIFIC PLAN RELATING TO OBJECTIVE DESIGN STANDARDS\nFOR MULTI-FAMILY AND MIXED-USE PROJECTS (ZTA23-002) – SECOND\nREADING AND ADOPTION\nAdoption of Ordinance No. 693 would amend Title XV, Chapter 153 (Zoning\nCode) of the San Gabriel Municipal Code, Valley Boulevard Specific Plan, and\nMission District Specific Plan relating to objective Design Standards for Multi-\nFamily and Mixed-Use Projects. The Fiscal Year 2023-24 Adopted Budget\nincludes the cost for required legal publication (Account No. 121-702-00-65-\n000) and codification (Account No. 121-702-00-22-000) of the ordinance.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed\namendment would be exempt from the California Environmental Quality Act\nunder section 15061(b)(3) of the CEQA guidelines, under the commonsense\nexemption, because it can be seen with certainty that it would not have a\nsignificant effect on the environment and, thus, is not subject to CEQA review.\nRecommended Action:\nStaff recommends that the City Council waive reading and adopt Ordinance No.\n693 entitled, “An Ordinance of the City Council of the City of San Gabriel,\nCalifornia, Approving Planning Case No. ZTA23-002, Amending Title XV,\nChapter 153 (Zoning), Valley Boulevard Specific Plan, and Mission District\nSpecific Plan relating to Objective Design Standards for Multi-Family and\nMixed-Use Projects.”
