Therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.\nRECOMMENDED ACTION:\nAdopt a resolution accepting $19,470,000 in grant funds, and amend Fiscal Year 2023/24 budget by appropriating said funds to the Library\nsection of the State Grants Fund for the Building Forward Program.
