Acceptance of the following California Uniform Public Construction Cost\nAccounting Act (CUPCCAA) Quick Build Projects: Caminito Graciela\nPavement Repairs Project (CD05E), Encinitas Intersection Improvements\nProject (CS02F) and FY22-23 Safe Routes to School Project (CS01E).\nEnvironmental Considerations: The actions being considered by the City\nCouncil is exempt from the California Environmental Quality Act (CEQA)\nbecause it is not a "project" under Section 15378(b)(5) of CEQA Guidelines.\nThe action involves an organizational or administrative activity of government\nthat will not result in the direct or indirect physical change in the environment.\nContact Person: Engineer Suleiman\nRecommended Action: 1) Authorize the filing of the Notices of Completion for\nthe subject projects; 2) Authorize the release of the payment bonds for the\nsubject projects in full upon the recording of the Notices of Completion; 3)\nAuthorize the release of the performance bonds for the subject projects in full\nupon the recording of the Notices of Completion; 4) Authorize the release of\nmaintenance bonds for the subject projects in full one (1) year after the\nrecording of the Notices of Completion; 5) Adopt City Council Resolution No.\n2023-130, titled "A Resolution of the City Council of the City of Encinitas,\nCalifornia, Accepting the Public Improvements for the Caminito Graciela\nPavement Repair Project" as complete to the satisfaction of the City of\nEncinitas; 6) Adopt City Council Resolution No. 2023-131, titled "A Resolution\nof the City Council of the City of Encinitas, California, Accepting the Public\nImprovements for the Encinitas Intersection Improvements Project" as\ncomplete to the satisfaction of the City of Encinitas; and 7) Adopt City Council\nResolution No. 2023-132, titled "A Resolution of the City Council of the City of\nEncinitas, California, Accepting the Public Improvements for the FY22-23 Safe\nRoutes to School Project" as complete to the satisfaction of the City of\nEncinitas .\n2023-12-20 Item 08K NOC’s for CUPCCAA projects
