8E. Authorization to File for Notice of Completion for City Hall Improvements -\nPhase Two Project (CF22A) and Acceptance of California Electric Vehicle\nInfrastructure Project Rebate. Environmental Considerations: The action\nbeing considered by the City Council is exempt from the California\nEnvironmental Quality Act (CEQA) because it is not a "project" under Section\n15378(b)(5) of CEQA Guidelines. The action involves an organizational or\nadministrative activity of government that will not result in the direct or indirect\nphysical change in the environment. Contact Person: Environmental\nPrograms Manager Steenblock\nRecommended Action: 1) Authorize the filing of a "Notice of Completion"\n(NOC) for the City Hall Improvements - Phase Two Project; 2) Authorize the\nrelease of the Payment Bond in full upon the recording of the Notice of\nCompletion; 3) Authorize the release of the Performance Bond in full one (1)\nyear after the recording of the Notice of Completion; 4) Adopt Resolution 2023-\n129, titled "A Resolution of the City Council of the City of Encinitas, California,\nAccepting the Completion of City Hall Improvements - Phase 2 Project\n(CF22A); and 5) Adopt Resolution 2023-143, titled "A Resolution of the City\nCouncil of the City of Encinitas, California, Amending the Fiscal Year 2023-24\nBudget" to accept $42,411 in a rebate from the California Electric Vehicle\nInfrastructure Project.\n2023-12-20 Item 08E City Hall Phase 2 NOC
