8F. Grant application for the National Oceanic and Atmospheric Administration\n(NOAA) Climate Resilience Regional Challenge in support of the San Diego\nRegion Coastal Resilience Project. Environmental Considerations: The action\nbeing considered by the City Council is not subject to the California\nEnvironmental Quality Act (CEQA) pursuant to Section 15060(c)(3) of the\nCEQA Guidelines because it is not a "project" per Section 15378(b)(5). The\naction authorizes staff to implement an organizational or administrative activity\nof government that by itself will not result in a direct or indirect physical change\nin the environment.
