6J. PROFESSIONAL SERVICES AGREEMENTS TO PROVIDE ON-CALL\nGEOTECHNICAL ENGINEERING SERVICES\nOn September 26, 2023, staff released a “Request for Proposals” (RFP) soliciting firms\nto provide professional, on-call geotechnical engineering services in accordance with\nthe City’s Purchasing Policy and Procedures. Staff has pre-qualified four firms and\nrecommends entering into on-call services agreements in the amount of $150,000,\nannually, with each of the pre-qualified firms. Costs associated with work by these firms\nwill be negotiated on a case-by-case basis and funded by each project’s approved\nbudget.\nRECOMMENDED ACTION:\n1. City Council declare this action to be categorically exempt under the California\nEnvironmental Quality Act, since the action herein does not constitute a “project” as\ndefined by section 15378 of the CEQA guidelines; and\n2. Award a contract for professional geotechnical engineering services to GMU\nGeotechnical, Inc., Leighton Consulting, Inc., Ninyo & Moore Geotechnical and\nEnvironmental Sciences Consultants, and Petra Geosciences, Inc. to provide on-\ncall professional geotechnical engineering services in an amount not-to-exceed\n$450,000 or $150,000 annually; and\n3. Authorize the City Manager to bind the City of Stanton and GMU Geotechnical, Inc.,\nLeighton Consulting, Inc., Ninyo & Moore Geotechnical and Environmental Sciences\nConsultants, and Petra Geosciences, Inc. in a contract to provide the services.
