4.10 Mandeville Neighborhood Permit Parking Program\nRecommendation: That the City Council: 1) Find and determine that the\nproposed permit parking controls are not subject to the California Environmental\nQuality Act pursuant to Sections 15060(c)(2) (the activity will not result in a direct\nor reasonably foreseeable indirect physical change in the environment) and\n15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA\nGuidelines, Cal. Code of Regs, Title 14, Chapter 3, because it has no potential for\nresulting in physical change to the environment, directly or indirectly; and\n2) Adopt a resolution entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF LAGUNA HILLS, CALIFORNIA, ESTABLISHING A RESIDENTIAL PERMIT PARKING\nAREA AND A NO PARKING ZONE DURING DAYS AND HOURS OF STREET\nSWEEPING ON CERTAIN STREETS IN THE MANDEVILLE RESIDENTIAL\nNEIGHBORHOOD."
