6K. AWARD A PROFESSIONAL SERVICES AGREEMENT TO PACIFIC ADVANCED\nCIVIL ENGINEERING, INC. FOR THE STORM DRAIN MASTER PLAN UPDATE\nPROJECT (TASK CODE 2024-801)\nA Storm Drain Master Plan assesses the needs of the City’s storm drain system and\nplans and prioritizes maintenance and rehabilitation of the system with available\nfunding. It also serves as a useful planning tool for the City’s Capital Improvement\nProgram. The previous Storm Drain Master Plan was prepared in 1991 by RBF\nDecember 12, 2023\nConsulting Engineers. Staff released a “Request for Proposal” (RFP) soliciting\nproposals to provide a Storm Drain Master Plan Update to reflect the current condition\nof the storm drain system, assess the capacity of the existing system to handle flows\ngenerated at the ultimate “build-out” of the City, and develop a comprehensive 10-year\nCapital Improvement Program. Staff recommends awarding a contract to Pacific\nAdvanced Civil Engineering, Inc. in the amount of $539,870.\nRECOMMENDED ACTION:\n1. City Council declare this project to be categorically exempt under the California\nEnvironmental Quality Act, Class 1, Section 15301(b) as operation, repair, and\nmaintenance of existing publicly owned utilities; and\n2. Award a professional services agreement to Pacific Advanced Civil Engineering, Inc.\nfor a Storm Drain Master Plan Update in the amount of $539,870; and\n3. Authorize the City Manager to bind the City of Stanton and Pacific Advanced Civil\nEngineering, Inc. in a contract to provide the services; and\n4. Authorize the City Manager to approve a contract contingency, not to exceed ten\npercent of the contract amount, of $53,987.
