a. WAIVE THE READING OF ORDINANCES IN FULL AND AUTHORIZE\nREADING BY TITLE ONLY\nSummary:\nThe recommended action waives reading of ordinances in full and authorizes\nreading by title only. The purpose of this item is to help streamline the Council\nmeeting process, to avoid unnecessary delay and to allow more time for\nsubstantive discussion of items on the agenda.\nStrategic Plan Goal(s):\nGoal No. 5 High-Functioning Government: Strengthen internal communication,\nrecruitment, retention, systems, and processes to increase the\neffectiveness and efficiency of City services.\nRecommendation:\nWaive the reading of all ordinances. Wherein the titles appear on the public\nagenda; said titles shall be determined to have been read by title, and further\nreading is waived.
