PROFESSIONAL CONSULTANT SERVICES AGREEMENT WITH DUDEK TO\nPREPARE AN UPDATE TO THE WATER MASTER PLAN AND RATE STUDY\nSummary:\nThe City Council will consider approving a Professional Consultant Services\nAgreement with Dudek for the preparation of an update to the 2018 Water\nMaster Plan (WMP) and the 2019 Water System Rate Study, in the amount of\n$336,423 (with a contingency of up to $33,642.30). The City released a Request\nfor Proposals (RFP) for these services on November 3, 2023, with a proposal\ndue date of November 27, 2023; the City received two proposals by the\ndeadline. Following staff review of proposals and interviews, Dudek was the\nhighest ranked firm. Based on the evaluation process, staff believes Dudek is\nthe best qualified firm with the proper experience to prepare a comprehensive\nwater master plan based on the qualification criteria identified in the RFP. If\napproved by the City Council, staff anticipates work can begin on December 15,\n2023, and be completed within a nine-month period, by fall 2024, from the\ncontract start date.\nStrategic Plan Goal(s):\nGoal No. 4 Infrastructure: Maintain and improve the City’s physical\ninfrastructure, water system, and recreational spaces.\nRecommendations:\n1. Authorize the City Manager to enter into a Professional Consultant Services\nAgreement with Dudek for the preparation of an update to the 2018 Water\nMaster Plan and 2019 Rate Study, for a 9-month term contract (with one 3\n-month extension) for a not-to-exceed contract amount of $336,423, in a\nform approved by the City Attorney.\n2. ANNUAL COMPREHENSIVE FINANCIAL REPORT FOR FISCAL YEAR\n2022-23\nSummary:\nThe Annual Comprehensive Financial Report (ACFR) is an independently\naudited summary report of the financial transactions of the City for Fiscal Year\n(FY) 2022-23, providing relevant financial information to the City Council,\nresidents, current and future employees, grant entities, creditors, bond investors,\nrating agencies, and other interested parties. This audit is performed in\ncompliance with City Charter requirements with the results presented to the City\nCouncil for review.\nThe audit was completed by the City's independent auditor, RAMS, Rogers,\nAnderson, Malody & Scott, LLP, Certified Public Accountants, which issued an\nunqualified opinion audit report, otherwise known as a “clean opinion” finding\nnothing of material concern in the City’s internal controls, financial, and\nbookkeeping practices. The independent auditor’s unmodified report provides\nassurance the ACFR, and the audited information within, present fairly the City’s\nfinancial position for the fiscal year ending June 30, 2023.\nAs part of this report, staff normally provides detailed information and allocation\nrecommendations regarding any General Fund Operating Surplus or Deficit.\nThe FY 2022-23 General Fund surplus is $8.0 million as reported in the ACFR.\nStaff will return to the City Council on January 23, 2024, to provide\nrecommendations regarding the proposed surplus appropriations. This\nproposed time extension will allow staff to conduct a detailed analysis of the\nsurplus that will identify ongoing revenue updates, requests to re-appropriate\nunutilized budget appropriations, one-time expenditure requests for department\noperations, programs or special projects, and reserve allocations resulting in\nbudget adjustments for the current fiscal year.\nStrategic Plan Goal(s):\nGoal 1 Financial Stability: Ensure the City’s long-term financial stability and\nresilience.\nRecommendations:\n1. Receive and file the City’s ACFR for FY 2022-23.\n2. Direct staff to return in January with proposed appropriations for the FY 2022\n-23 General Fund operating surplus.\n3. Direct staff to distribute copies of the ACFR for FY 2022-23 as required, as\nwell as to the Office of the City Clerk to be placed on file for the general\npublic and posted on the City’s website.

CONTRACT SERVICES AGREEMENT WITH ANDREW (AJ) DAVIS OF\nPROJECT STREET GOLD FOR THE DESIGN, CONSTRUCTION, AND\nINSTALLATION OF OUTDOOR PUBLIC ART IN THE SIGNAL HILL PUBLIC\nLIBRARY ZINNIA COURTYARD\nSummary:\nThe City has a history of incorporating art into parks and public facilities. With\nthe opening of the Signal Hill Public Library, the City Council desired to enhance\nthe Signal Hill Public Library Zinnia Courtyard by encouraging creative\nexpression. To effectuate this purpose, the City Council formed the Arts\nSub-Committee (subcommittee) to facilitate the process and approved issuance\nof a Request for Proposals (RFP) for an outdoor public art project.\nThe City released the RFP in June 2023 and received 21 proposals.\nSubsequently, one artist withdrew their proposal leaving a total of 20 proposals.\nFollowing review of proposals, the subcommittee selected five (5) artists for an\ninterview. Upon conclusion of the evaluation process, the subcommittee\nrecommends the City award a contract to Andrew Davis (aka AJ Davis) of\nProject Street Gold, to design, construct, and install the outdoor public art piece\nin the Zinnia Courtyard.\nStaff recommends City Council approve the Contract Services Agreement with\nAndrew Davis of Project Street Gold to design, construct, and install the final\noutdoor public art in the Zinnia Courtyard in the amount not-to-exceed $80,000.\nThe estimated completion date for this project is April 2024.\nRecommendation:\nAuthorize the City Manager to execute the Contract Services Agreement with\nAndrew Davis of Project Street Gold for the design, construction, and installation\nof the outdoor public art piece in the Signal Hill Public Library Zinnia Courtyard,\nin an amount not to exceed $80,000, in a form approved by the City Attorney.

RESOLUTION AMENDING THE HOURLY PART-TIME SALARY SCHEDULE\nTO COMPLY WITH THE CALIFORNIA STATE MINIMUM WAGE LAW\nSummary:\nThe City Council will consider an adjustment to the part-time salary schedule\nthat would update the City’s hourly, part-time salary ranges to comply with the\nCalifornia State minimum wage law. The State’s hourly minimum wage will\nincrease effective January 1, 2024, to $16.00 an hour. The City has five existing\npart-time classifications (Intern, Library Aide, Maintenance Helper, Police Aide,\nand Recreation Leader) whose wages would need to be updated accordingly to\ncomply with the law.
