c. CONTRACT SERVICES AGREEMENT WITH ANDREW (AJ) DAVIS OF\nPROJECT STREET GOLD FOR THE DESIGN, CONSTRUCTION, AND\nINSTALLATION OF OUTDOOR PUBLIC ART IN THE SIGNAL HILL PUBLIC\nLIBRARY ZINNIA COURTYARD\nSummary:\nThe City has a history of incorporating art into parks and public facilities. With\nthe opening of the Signal Hill Public Library, the City Council desired to enhance\nthe Signal Hill Public Library Zinnia Courtyard by encouraging creative\nexpression. To effectuate this purpose, the City Council formed the Arts\nSub-Committee (subcommittee) to facilitate the process and approved issuance\nof a Request for Proposals (RFP) for an outdoor public art project.\nThe City released the RFP in June 2023 and received 21 proposals.\nSubsequently, one artist withdrew their proposal leaving a total of 20 proposals.\nFollowing review of proposals, the subcommittee selected five (5) artists for an\ninterview. Upon conclusion of the evaluation process, the subcommittee\nrecommends the City award a contract to Andrew Davis (aka AJ Davis) of\nProject Street Gold, to design, construct, and install the outdoor public art piece\nin the Zinnia Courtyard.\nStaff recommends City Council approve the Contract Services Agreement with\nAndrew Davis of Project Street Gold to design, construct, and install the final\noutdoor public art in the Zinnia Courtyard in the amount not-to-exceed $80,000.\nThe estimated completion date for this project is April 2024.\nRecommendation:\nAuthorize the City Manager to execute the Contract Services Agreement with\nAndrew Davis of Project Street Gold for the design, construction, and installation\nof the outdoor public art piece in the Signal Hill Public Library Zinnia Courtyard,\nin an amount not to exceed $80,000, in a form approved by the City Attorney.
