M. Approval of Second Modification of Agreement #11338 with Flying Lion for Drone as a First\nResponder Program\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of no possibility of significant effect pursuant to Section 15061(b)(3)\n(Common Sense Exemption) of the California Environmental Quality Act (CEQA)\nGuidelines; and\n2. Authorize the City Manager to negotiate and execute a second modification to\nagreement #11338 in the amount of $1,200,000 with Flying Lion Incorporated (FLI) to\nprovide air support services for the Police Department.
