8.a. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 23-122,\nAUTHORIZING THE REPROGRAMMING AND PROGRAMMING OF\nCOMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR\nFISCAL YEARS (FY) 2023-24 AND 2024-25\nProvide City Council with the recommendation to reprogram the FY2023-\n24 CDBG funds, and to program the FY2024-25 CDBG funds, in order to\nmeet CDBG drawdown requirements.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Conduct a public hearing;\n2. Take public testimony; and\n3. Adopt Resolution No. 23-122, allowing the City to revise its CDBG\nConsolidated Action Plan, and reprogram the use of CDBG funds for\nFY2023-24, and program the use of CDBG funds for FY2024-25; and\n4. Allow the City Manager to adjust the CDBG Program budgets as\nnecessary throughout FY2023-24 and FY2024-25, for the timely\nexpenditure of CDBG funds according to the CDBG drawdown\nguideline.\nENVIRONMENTAL ANALYSIS: The action proposed herein is not a project subject to the\nCalifornia Environmental Quality Act (CEQA) in accordance with Section 21065 of CEQA\nand State CEQA Guidelines Sections 15060(c)(2), 15060(c)(3), and 15378. Revising the\nallocation of federal funds is an administrative action that would not cause either a direct\nphysical change in the environment or a reasonably foreseeable indirect physical change\nin the environment. Therefore, the proposed action is not a “project” subject to CEQA, as\ndefined in Section 21065 of CEQA and Section 15378 of the State CEQA Guidelines.\nSince the action is not a project subject to CEQA, no environmental document is required.
