G. AGREEMENT BETWEEN THE CITY OF SAN GABRIEL, RELATED COMPANIES\n(DEVELOPER), AND THE SAN GABRIEL VALLEY HOUSING TRUST RELATED\nTO THE USE OF PERMANENT LOCAL HOUSING ALLOCATION (PLHA)\nFUNDING FOR THE 405 SOUTH DEL MAR AVENUE PROJECT\nThe Los Angeles County Development Authority (LACDA), on behalf of Los\nAngeles County and its participating cities, has applied for funding for the grant\nprogram known as the Permanent Local Housing Allocation (PLHA) Program\nfrom the California Department of Housing & Community Development. The\nallocation is based on real estate recording fees, and the City of San Gabriel will\nbe allocated $334,526 from the $18 million grant for the period July 1, 2023-\nJune 30, 2024 (Year 3). The City has already been allocated $480,191 from\nLACDA for PLHA funding. The City of San Gabriel has the opportunity to utilize\nthis funding opportunity toward eligible housing activities as identified in the\nPLHA grant guidelines. As such, staff will be utilizing the $814,777 toward the\naffordable housing project at 405 South Del Mar Avenue. In order to utilize the\nPLHA grant funding for this project, LACDA has requested an agreement\nbetween the City of San Gabriel, Related Companies (Developer), and the San\nGabriel Valley Housing Trust (SGVHT).\nCalifornia Environmental Quality Act (CEQA) Determination: Not a project as\ndefined in Section 15378 of the state CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to execute\nan agreement between the San Gabriel Valley Housing Trust, Related\nCompanies, and the City of San Gabriel for the 5-year PLHA Plan grant period\nsubject to City Attorney’s review and approval for legal effect and content.
