ADDITIONAL FUNDS FOR ADDITIONAL SCOPE OF WORK FOR THE\nPICKLEBALL COURT PROJECT AT SMITH PARK IN THE AMOUNT OF\n$13,200 PLUS A 10% CONTINGENCY\nOn July 18, 2023, City Council approved $18,300 towards work at Smith Park.\nThis item is requesting additional funds to the existing contract with Taylor\nTennis Courts, Inc. to include installation of four permanent pickleball courts on\nthe east Court and additional pickleball play lines on the west court at Smith\nPark. The revised quote to complete the additional scope of work at Smith Park\nis $31,500. Due to the fact that this is an expansion of resources, with the\naddition of four permanent pickleball courts, this is an eligible expense to Parks\nDevelopment Impact Fee account.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines, as installation and\nresurfacing of tennis/pickleball courts in an existing City Park does not\nreasonable create a possibility that the work will have any significant affect to\nthe environment.\nRecommended Action:\nStaff recommends that the City Council authorize the additional Scope of Work\nas mentioned in Attachment A of the staff report, increase the purchase order\namount by $13,200, plus a 10% Contingency for a total increase of $14,520,\nfrom Impact Fund account 124-850-40-97-817, and authorize the City Manager\nto execute the contracts with Taylor Tennis Courts, Inc. accordingly.

PURCHASE OF FOUR 2024 FORD HYBRID MAVERICK TRUCKS USING\nSOUTH COAST AIR QUALITY MANAGEMENT DISTRICT (AQMD) FUNDS\nFOR A TOTAL AMOUNT OF $159,032.88\nThe Parks Division is in need of an additional vehicle to help with the daily\nworkload between City-owned parks and buildings. One Maverick will be used\nas a general-purpose vehicle for transporting staff, tools, and materials. Two\nMavericks will be assigned to the Public Works Department inspectors for\ntransporting staff and equipment to construction and inspection sites\nthroughout the City. One Ford Maverick will become a pool car and general-\nduty vehicle at Public Works. Funds are available in the fiscal year 2023-24\napproved budget under Account Code 124-800-51-99-767.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a project as\ndefined in Section 15378 of the state CEQA Guidelines, as acquisition and\nreplacement of city vehicles is not an activity that creates a reasonable possibility\nof significant impact on the environment.\nRecommended Action:\nStaff recommends that the City Council waive formal bidding and authorize the\nCooperative Purchase Agreement consistent with the piggyback bidding\nrequirements pursuant to Municipal Code Section 34.35 and authorize the City\nManager to approve a purchase order with National Auto Fleet Group in the\namount not to exceed $159,032.88 from Special Project AQMD budget account\n124-800-51-99-767.

RESOLUTION NO. 23-71 APPROVING PEDESTRIAN AND BICYCLE SAFETY\nPROGRAM – OFFICE OF TRAFFIC SAFETY GRANT IN THE AMOUNT OF\n$55,000 FOR EDUCATION, MATERIAL, AND ILLUMINATED CROSSWALK\nAT THE INTERSECTION OF DEL MAR AVENUE AND LIVE OAK STREET AND\nRELATED BUDGET ADJUSTMENTS\nThe Police Department has received a grant from the Office of Traffic Safety to\nparticipate in the Pedestrian and Bicycle Safety Program for Federal Fiscal Year\n2023-2024. The grant will reimburse the City for personnel overtime costs\nincurred to participate in this campaign and for the purchase of related\nequipment in the sum of $55,000. There is no impact to the general fund with\nthe acceptance of the grant.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a project as\ndefined in Section 15378 of the state CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 23-71 approving\nand accepting the Office of Traffic Safety contract funding outlined in this Staff\nReport and increasing the revenue budget account #147-3229 by an estimated\n$55,000 to reflect receipt of the grant funds and increasing the Police\nDepartment expenditure budget by $55,000, in various accounts in Fund 147,\nthe Office of Traffic Safety Fund, which will be used for overtime costs and the\npurchase of any related equipment.

AGREEMENT BETWEEN THE CITY OF SAN GABRIEL, RELATED COMPANIES\n(DEVELOPER), AND THE SAN GABRIEL VALLEY HOUSING TRUST RELATED\nTO THE USE OF PERMANENT LOCAL HOUSING ALLOCATION (PLHA)\nFUNDING FOR THE 405 SOUTH DEL MAR AVENUE PROJECT\nThe Los Angeles County Development Authority (LACDA), on behalf of Los\nAngeles County and its participating cities, has applied for funding for the grant\nprogram known as the Permanent Local Housing Allocation (PLHA) Program\nfrom the California Department of Housing & Community Development. The\nallocation is based on real estate recording fees, and the City of San Gabriel will\nbe allocated $334,526 from the $18 million grant for the period July 1, 2023-\nJune 30, 2024 (Year 3). The City has already been allocated $480,191 from\nLACDA for PLHA funding. The City of San Gabriel has the opportunity to utilize\nthis funding opportunity toward eligible housing activities as identified in the\nPLHA grant guidelines. As such, staff will be utilizing the $814,777 toward the\naffordable housing project at 405 South Del Mar Avenue. In order to utilize the\nPLHA grant funding for this project, LACDA has requested an agreement\nbetween the City of San Gabriel, Related Companies (Developer), and the San\nGabriel Valley Housing Trust (SGVHT).\nCalifornia Environmental Quality Act (CEQA) Determination: Not a project as\ndefined in Section 15378 of the state CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to execute\nan agreement between the San Gabriel Valley Housing Trust, Related\nCompanies, and the City of San Gabriel for the 5-year PLHA Plan grant period\nsubject to City Attorney’s review and approval for legal effect and content.

A. RESOLUTION NO. 23-72 FISCAL YEAR 2024-25 COMMUNITY\nDEVELOPMENT BLOCK GRANT PROGRAMS: BUDGET AND ALLOCATION\nEach fiscal year, the City of San Gabriel receives an allocation from the Los\nAngeles County Development Authority for the Community Development Block\nGrant Program. For the Fiscal Year (FY) 2024-25, the City should expect to\nreceive $293,032 (a 2% reduction from the current year’s allocation) to be used\ntoward developing viable communities and serving low- and moderate- income\npopulations. It is important to note that the final adopted allocations\ndistributed by the Los Angeles County Development Authority may vary slightly\nsince Congress is finalizing the budget at the time of submission of this staff\nreport. The Fiscal Year 2024-25 Community Development Block Grant Program\nand Budget Plan proposes to allocate the funding to the following programs:\nYouth Services Program, Code Enforcement, the Street Improvement Project,\nand a Graffiti Control Program. There is no fiscal impact for the current year\n2023-2024. The Community Development Block Grant funding allocation\nestimate of $293,032 outlined in this report are for the 2024-25 fiscal year and\nrepresents a 2% decrease (approximately $2,567) from the current year\nallocation.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a project as\ndefined in Section 15378 of the state CEQA Guidelines, as grant acceptance in\nand of itself, does not have a potential for any adverse impacts to the\nenvironment. Prior to construction, separate environmental review of individual\nconstruction projects may be required.\nRecommended Action:\nStaff recommends that the City Council:\n1. Adopt Resolution No. 23-72 authorizing the allocation of Community\nDevelopment Block Grant funds for FY 2024-25 from Los Angeles County\nDevelopment Authority for activities and projects described above.\n2. Carry over any Community Development Block Grant funds unspent at the\nclose of FY 2023-24 and recognize the receipt of FY 2024-25 Community\nDevelopment Block Grant Program funds awarded by Los Angeles County\nDevelopment Authority to the City in the City FY 2024-25 Budget.

AMENDMENT OF AN EXISTING PLANNED DEVELOPMENT OVERLAY\nZONE, DEVELOPMENT OF AN AGREEMENT AND TENTATIVE TRACT MAP\n/ 201-217 SOUTH SAN GABRIEL BOULEVARD / PLANNING CASE NOS.\nZC22-001, AND TMAP22-015 / APPELLANT: EVERARDO GARCIA OF LCRA\nThis is a request to amend an existing Planned Development Overlay Zone over\nan existing C-1 (Retail Commercial) zoning designation of the subject site, a\nDevelopment Agreement, and revised Tentative Tract Map No. 73753 to allow\nfor the subdivision of air space for residential condominium units within a\nmixed-use development. The property is designated General Commercial in the\nGeneral Plan and zoned Retail Commercial/Planned Development Overlay. The\napplicant will pay a number of fees to the City, including plan check, permits,\nand development impact fees. The City will additionally be in receipt of property\ntax by the sale and improvement of the project site.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed\nproject was reviewed for compliance with the California Environmental Quality\nAct. The City prepared an Initial Study to determine the proposed project’s\npotential impact on the environment. The City has determined that the project\nmay have a significant effect on the environment, but by implementing the\nidentified mitigation measures, the project’s impacts could be reduced to less than\nsignificant levels. Ten mitigation measures have been identified to reduce the\npotential impact to a less than significant level.\nThe 30-day public review period of the Initial Study / Mitigated Negative\nDeclaration was initiated on August 24, 2023 and ended on September 22, 2023.\nA notice regarding the CEQA comment period was posted with the Los Angeles\nCounty Recorder, published in the San Gabriel Sun newspaper, and distributed to\nthe relevant regulatory agencies. Additionally, a notice was mailed to owners and\noccupants within 500-feet of the project site. A total of three comment letters\nwere submitted to the City during the public comment period. The comment\nletters and the Lead Agency response to comments received are included in the\nFinal Mitigated Negative Declaration.\nRecommended Action:\nThe action of the City Council may be to approve, approve with modifications,\nor deny the Zone Change/Planned Development Overlay, Development\nAgreement, and Tentative Map applications.\nStaff recommends that the City Council:\n1. Adopt Resolution No. 23-73 approving the Mitigated Negative Declaration\nand Mitigation Monitoring and Reporting Program and Planning Case No.\nTMAP22-015 (Tentative Track Map); and\n2. Waive full reading, introduce Ordinance No. 700 by title only, and waive\nfuture reading; and\n3. Schedule the second reading and adoption of the Ordinance for the next\nregular City Council meeting. The Ordinance would then become effective\n30 days after adoption.\nAlternative Option for Consideration\nOption 1 – Should the City Council determine that the proposed project or any\npart of the proposed project should be denied, the Council should deliberate\nand provide the required findings, direct staff to return with a Resolution for\nthe DENIAL of Planning Case Nos. ZC22-001, DA22-001, and TMAP22-015 at\nthe regularly-scheduled City Council meeting of January 19, 2024.\nOption 2- The City Council could also discuss the proposed project and suggest\nchanges that would allow the project to be approved with modifications.

N. Gladys Avenue, on the west side of N. Gladys Avenue, between E. Las Tunas\nDrive and E. Live Oak Street (Assessor Parcel Number 5374-027-005) in Los\nAngeles County. The pre-zoning would change the General Plan land-use\ndesignation from Low-Density Residential to General Commercial and a Zone\nChange from R-1 (Single-Family Residence) to C-1 (Retail Commercial). Should\nthe request be approved by the City Council via adoption of Ordinance No. 699,\nthe approval would then be forwarded to the Local Agency Formation\nCommission for the County of Los Angeles for approval. The land-use\namendment and zone change would become effective upon approval of the\nannexation. The Fiscal Year 2023-24 Adopted Budget includes the cost for\nrequired legal publication (Account No. 121-702-00-65-000) and codification\n(Account No. 121-702-00-22-000) of the ordinance.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed\namendments would be exempt from the California Environmental Quality Act\nunder Section 15319 (Annexations of Existing Facilities and Lots for Exempt\nFacilities) of the CEQA Guidelines. Annexations to a city or special district of areas\ncontaining existing facilities public or private structures developed to the density\nallowed by the current zoning or pre-zoning of either the gaining or losing\ngovernmental agency which is more restrictive, provided, however, that the\nextension of utility services to the existing facilities would a capacity to serve only\nthe existing facilities.\nRecommended Action:\nStaff recommends that the City Council:\n1. Conduct the public hearing and discuss proposed ordinance No. 699.\n2. Waive full reading and introduce Ordinance No. 699 by title only:\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN GABRIEL,\nCALIFORNIA, APPROVING PLANNING CASE NOS. A. AGREEMENT WITH AEF SYSTEMS CONSULTING, INCORPORATED FOR\nENTERPRISE RESOURCE PLANNING ADVISORY SERVICES IN THE AMOUNT\nOF $47,970\nThe City currently uses Tyler Eden software for financial management needs,\nhaving utilized the system for over 20 years. Recently, Tyler has communicated\nthat support for the Eden system will end beginning in 2027. Consequently, the\nCity will need to procure and fully implement a new enterprise resource\nplanning system before the specified date through agreement with AEF System\nConsulting. The total cost for the ERP advisory consulting agreement is $47,970.\nThe 2023-24 general fund budget included $30,000 for this project. Additional\nbudgeted funds will be utilized in the finance department (general fund) to fund\nthe remaining $17,970 of this agreement, and no additional appropriations to\nthe 2023-24 general fund budget are necessary.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to enter\ninto a professional services agreement with AEF Systems Consulting, Inc. for\nERP advisory services.

AGREEMENT WITH GRIZZLY ENTERTAINMENT FOR A DRONE SHOW FOR\nTHE 2024 INDEPENDENCE DAY CELEBRATION IN THE AMOUNT OF\n$45,000\nAt the October 3, 2023 City Council Meeting, staff presented an item on special\nevents, including options for the 2024 Independence Day Celebration. The\nCouncil indicated that they would like to have a drone show in place of a\nfireworks show. The total cost for the agreement with Grizzly Entertainment for\nthe quoted July 3rd drone show is $45,000. The budget in the general fund for\nthis Independence Day event is $50,250. While this does not include staffing\ncosts for all departments to work the event, the budget should be enough to\ncover the drone show and entertainment. Depending on the drone count that\nthe Council decides on, should additional funds be needed for the\nentertainment and/or auxiliary event costs, staff would ask for additional\nfunding at mid-year budget.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\n1. Staff recommends that the Council approve a show with Grizzly\nEntertainment on Wednesday, July 3 for 350-400 drones, at a cost of\n$45,000 and discuss the options for location of the show.\n2. Staff also recommends that the Council authorize the City Manager to sign\nthe agreement with Grizzly Entertainment.
