A. RESOLUTION NO. 23-72 FISCAL YEAR 2024-25 COMMUNITY\nDEVELOPMENT BLOCK GRANT PROGRAMS: BUDGET AND ALLOCATION\nEach fiscal year, the City of San Gabriel receives an allocation from the Los\nAngeles County Development Authority for the Community Development Block\nGrant Program. For the Fiscal Year (FY) 2024-25, the City should expect to\nreceive $293,032 (a 2% reduction from the current year’s allocation) to be used\ntoward developing viable communities and serving low- and moderate- income\npopulations. It is important to note that the final adopted allocations\ndistributed by the Los Angeles County Development Authority may vary slightly\nsince Congress is finalizing the budget at the time of submission of this staff\nreport. The Fiscal Year 2024-25 Community Development Block Grant Program\nand Budget Plan proposes to allocate the funding to the following programs:\nYouth Services Program, Code Enforcement, the Street Improvement Project,\nand a Graffiti Control Program. There is no fiscal impact for the current year\n2023-2024. The Community Development Block Grant funding allocation\nestimate of $293,032 outlined in this report are for the 2024-25 fiscal year and\nrepresents a 2% decrease (approximately $2,567) from the current year\nallocation.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a project as\ndefined in Section 15378 of the state CEQA Guidelines, as grant acceptance in\nand of itself, does not have a potential for any adverse impacts to the\nenvironment. Prior to construction, separate environmental review of individual\nconstruction projects may be required.\nRecommended Action:\nStaff recommends that the City Council:\n1. Adopt Resolution No. 23-72 authorizing the allocation of Community\nDevelopment Block Grant funds for FY 2024-25 from Los Angeles County\nDevelopment Authority for activities and projects described above.\n2. Carry over any Community Development Block Grant funds unspent at the\nclose of FY 2023-24 and recognize the receipt of FY 2024-25 Community\nDevelopment Block Grant Program funds awarded by Los Angeles County\nDevelopment Authority to the City in the City FY 2024-25 Budget.
