N. Gladys Avenue, on the west side of N. Gladys Avenue, between E. Las Tunas\nDrive and E. Live Oak Street (Assessor Parcel Number 5374-027-005) in Los\nAngeles County. The pre-zoning would change the General Plan land-use\ndesignation from Low-Density Residential to General Commercial and a Zone\nChange from R-1 (Single-Family Residence) to C-1 (Retail Commercial). Should\nthe request be approved by the City Council via adoption of Ordinance No. 699,\nthe approval would then be forwarded to the Local Agency Formation\nCommission for the County of Los Angeles for approval. The land-use\namendment and zone change would become effective upon approval of the\nannexation. The Fiscal Year 2023-24 Adopted Budget includes the cost for\nrequired legal publication (Account No. 121-702-00-65-000) and codification\n(Account No. 121-702-00-22-000) of the ordinance.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed\namendments would be exempt from the California Environmental Quality Act\nunder Section 15319 (Annexations of Existing Facilities and Lots for Exempt\nFacilities) of the CEQA Guidelines. Annexations to a city or special district of areas\ncontaining existing facilities public or private structures developed to the density\nallowed by the current zoning or pre-zoning of either the gaining or losing\ngovernmental agency which is more restrictive, provided, however, that the\nextension of utility services to the existing facilities would a capacity to serve only\nthe existing facilities.\nRecommended Action:\nStaff recommends that the City Council:\n1. Conduct the public hearing and discuss proposed ordinance No. 699.\n2. Waive full reading and introduce Ordinance No. 699 by title only:\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN GABRIEL,\nCALIFORNIA, APPROVING PLANNING CASE NOS. ANX23-001\n(ANNEXATION), GPA23-001 (GENERAL PLAN AMENDMENT), AND ZC23-001\n(ZONE CHANGE) FOR THE PROPERTY LOCATED AT 5623 NORTH GLADYS\nAVENUE, SUBJECT TO THE RECOMMENDED CONDITIONS OF APPROVAL.\n3. Waive future reading of the Ordinance and schedule the second reading\nand adoption of the Ordinance for the next Regular City Council meeting.\nThe Ordinance would then become effective 30 days after adoption.\nAlternative Options for Consideration\nThe action of the City Council may be to approve, approve with modifications,\nor deny the Annexation and Pre-Zoning applications.\nIf the City Council determines that the proposed applications or any part of the\napplications should be denied, the appropriate motion should be adopted.
