23. Establishing an LA County Climate Budget to Achieve Carbon Neutral\nCounty Operations\nRecommendation as submitted by Supervisor Horvath: Instruct the Director of\nInternal Services, with the assistance of the Directors of Regional Planning and\nPublic Works, the Chief Executive Officer, and the Chief Sustainability Officer,\nto report back to the Board in writing within 120 days with a plan to regularly\nprepare and present an accounting of the greenhouse gas emissions of County\noperations, including from energy, buildings, transportation, water, and waste,\nin order to measure progress towards achieving decarbonization, where the\ninventory should be consistent with established Local Government Operations\nProtocol for Greenhouse Gas Inventories, and the report should identify cost\nestimates for resources needed to implement this strategy; and instruct the\nChief Sustainability Officer, with the assistance of the Chief Executive Officer,\nthe Directors of Internal Services, Regional Planning and Public Works, and\nother relevant Department Heads to take the following actions:\nPresent a list of projects funded in each year’s budget that are intended\nto advance the County’s climate change mitigation and adaptation goals,\nwith the list to identify in which tier of the Anti-Racism, Diversity, and\nInclusion Initiative Equity Explorer a project is located, and findings\nshould be submitted annually to the Board alongside the recommended\nbudget; and\nReport back to the Board in writing within 120 days with a plan to\nannually prepare and recommend a minimum climate mitigation\ninvestment target for each budget year, and should utilize available\nmetrics, including rate of return on County investments, and should be\nbased on greenhouse gas emissions reductions to date; with a plan to\nidentify annual opportunities for external grant support and proactively\nmessage those findings to relevant Departments, leveraging existing\nplatforms, such as InfrastructureLA; with an analysis of barriers to\nclimate mitigation investments at County facilities and recommendations\nto address such barriers, including purchasing procedures, procurement\nrules, human resources, capacity to pursue grants, accounting for\nenergy savings, misaligned incentives for Departmental managers, or\nother factors that have traditionally been barriers to investing in climate\nchange mitigation projects; and regarding cost estimates for resources\nneeded to implement this strategy.
