6. Approve the Projects and Budgets and Award a Design-Build Contract for\nthe Los Angeles General Medical Center Residential Withdrawal\nManagement Facility and Mental Health Urgent Care Center Projects and\nEstablish the Psychiatric Subacute Facility\nRecommendation as submitted by Supervisor Solis: Certify that the Addendum\nto the previously certified Final Environmental Impact Report (EIR) for the\nLAC+USC Medical Center (LAC+USC MC) Campus Master Plan has been\ncompleted in compliance with the California Environmental Quality Act and\nreflects the independent judgment and analysis of the County; find that the\nBoard has reviewed and considered the information contained in the Second\nAddendum, together with the previously certified Final EIR and previous\nAddendum prior to approving the projects and actions herein, and approve the\nSecond Addendum; establish and approve the Los Angeles General (LA\nGeneral) Medical Center Residential Withdrawal Management Facility (RWMF)\nProject, Capital Project (CP) No. 67966, with a total project budget of\n$34,983,000, the Los Angeles General Mental Health Urgent Care Center\n(MHUCC) Project, CP No. 69929, with a total project budget of $23,324,000,\nand the LA General Psychiatric Subacute Facility (PSF), CP No. 6A018, with\nan estimated cost of $169,000,000; and direct the Chief Executive Officer and\nthe Director of Mental Health to return to the Board with budget allocations for\nthe proposed LA General PSF with previously identified funding in the amount\nof $44,200,000, including funding from Justice Care and Opportunities\nDepartment, the Behavioral Health Continuum Infrastructure Project, and\nAmerican Rescue Plan Act funds; and take the following actions: 4-VOTES\nApprove an appropriation adjustment of $10,520,000, to fund the\nproposed LA General RWMF, CP No. 67966 for Fiscal Year 2023-24,\nand $23,324,000, from the Department of Mental Health to fully fund the\nproposed LA General MHUCC, CP No. 69929;\nApprove an appropriation adjustment of $101,200,000, to fund project\nexpenditures for the proposed LA General PSF, CP No. 6A018; and\nFind that Charles Pankow Builders, Ltd., is the responsive and\nresponsible proposer that submitted the best value and most\nadvantageous proposal to the County for design and construction of the\nLA General RWMF and MHUCC Projects using the Design-Build (D-B)\nproject delivery method, based on best value criteria stated in the RFP,\nincluding qualifications, technical design, construction expertise,\nproposed delivery plan, price, workforce commitment, design excellence,\nacceptable safety record, and lifecycle cost;\nAuthorize the Director of Public Works to award and execute a D-B\ncontract with Charles Pankow Builders, Ltd., for the design and\nconstruction of the Projects, for a contract amount not to exceed\n$38,876,188, including a $985,000, design completion allowance for a\nmaximum contract amount not to exceed $39,861,188; establish the\neffective date of the contract upon receipt by the Department of Public\nWorks of acceptable performance and payment bonds and evidence of\nrequired contractor insurance; and take all other actions necessary, and\nappropriate to deliver the Projects;\nAuthorize the Director of Public Works, with coordination of the Chief\nExecutive Officer, to exercise control over the $985,000 design\ncompletion allowance, including the authority to reallocate the design\ncompletion allowance into the contract amount, as appropriate, in\naccordance with the project specifications;\nAuthorize the issuance of short-term notes through the Los Angeles\nCounty Capital Asset Leasing Lease Revenue Note Program (Note\nProgram) and long-term lease revenue bonds or a combination of both\ntypes of financing mechanisms in the amount up to $34,983,000, to fund\nProject expenditures of the RWMF, CP No. 67966;\nAuthorize the Director of Public Works to award and execute consultant\nservices agreements with Abbott Construction LLC and Kemp Bros.\nConstruction, Inc., to pay stipends in the amount of $45,000, each to the\nsecond and third ranked qualifying proposers that were not selected as\nthe best value design-builder;\nDirect the Chief Executive Officer, the Directors of Mental Health, Public\nHealth and Public Works, in consultation with County Counsel, to\nestablish and apply a Local and Targeted Worker Hiring Program,\naspirational goal of an additional 20% over the mandated 30% for\nCalifornia craft worker hours for the construction of the Projects; and\nAuthorize the Directors of Mental Health and Public Health to contract\nwith and instruct the Director of Internal Services, in coordination with\nthe Director of Public Works, for the acquisition and installation of\ntelephone, data, and low-voltage systems, and vendor installation of Low\nVoltage Items at a total cost not to exceed $3,000,000.
