25. Adopt a Resolution to Submit Infill Infrastructure Grant Application\nRecommendation as submitted by Supervisor Horvath: Adopt a resolution to\nsubmit an Infill and Infrastructure Grant Application; authorize and direct the\nChief Executive Officer, on behalf of the County, to accept from State\nDepartment of Housing and Community Development’s (HCD) an Infill\nInfrastructure Grant Program (IIG) Award pursuant to the Notice of Funding\nAvailability dated June 16, 2022, as defined in the IIG Program Guidelines\nadopted by HCD on June 16, 2022, for the West Los Angeles Veteran Affairs\nCampus North Village Qualified Infill Area 2022 Project , located at 11301\nWilshire Boulevard in Los Angeles (Project), in a total amount not to exceed\n$16,000,000; authorize the Chief Executive Officer to take all necessary actions\nwith respect to the award and acceptance of IIG Program funds consistent with\nthe resolution and its basic purposes including, but not limited to , negotiating\nand entering into a standard agreement for IIG Program funding of this Project\nin a total amount not to exceed $16,000,000, as well as all other documents\nrequired, or deemed necessary or appropriate, to secure the IIG Program\nfunds from HCD, and all amendments thereto (collectively, the “IIG\nDocuments”), and negotiating and entering into any agreement necessary to\naddress liability and indemnities with the housing developers without returning to\nthe Board; direct the Chief Executive Officer, in collaboration with Executive\nDirector of Los Angeles County Development Authority, in anticipation of a\nsuccessful application, to identify administration and monitoring costs and\nreturn to the Board with a funding recommendation during a future budget\nphase; and find that the proposed actions are not a project, or are not subject\nto, the California Environmental Quality Act.
