36. Employee Drug and Alcohol Testing Program Services Contract\nRecommendation: Authorize the Director of Personnel to execute a contract\nwith American Substance Abuse Professional Drug Solutions, Inc. to procure a\nnetwork of clinics to perform United States Department of Transportation (DOT)\nand Non-DOT employee drug and alcohol testing program services\nadministration, effective January 1, 2024 through December 31, 2029, with up\nto three, one-year extension options, for a maximum total contract term of eight\nyears, with an approximate yearly obligation of $75,000, for an approximate\ntotal amount of $375,000; exercise the three one-year extension options at an\nannual approximate amount of $80,000 and an approximate total of $240,000;\nexecute all extension options, any non-substantive changes, as well as terms\nand conditions required by the Board pursuant to the provision of the contract,\nthe Department notifies the Board and the Chief Executive Officer, in writing,\nwithin 10 business days after execution; and increase the annual contract\namount up to 15% for additional work within the scope of the contract, if\nrequired.
