21. Expanding Near-Peer Mentorship for Youth with Complex Care Needs in\nTemporary Shelter Care Facilities\nRecommendation as submitted by Supervisors Horvath and Hahn: Instruct the\nDirector of Children and Family Services to enter into a sole source contract\nwith Castillo Consulting Partners (CCP) for a one-year term, to expand their\nnear-peer mentorship pilot to all Department of Children and Family Services’\n(DCFS) Temporary Shelter Care Facilities, with the Director to work with CCP,\nand in collaboration with the Executive Director of the Office of Child Protection,\nto develop a scope of work and clear deliverables for this pilot; instruct the\nExecutive Director of the Office of Child Protection and the Director of Children\nand Family Services, to collaborate with the Directors of Mental Health, Youth\nDevelopment, Economic Opportunity, Public Health, Health Services, and the\nChief Probation Officer, to identify funding streams and strategies to expand\nand sustain mentoring, peer/near-peer support, credible messenger, and other\nsimilar programs for child welfare and justice-involved children and youth; and\nauthorize the Director of Children and Family Services to take the following\nactions:\nExercise options to extend the contract with two one-year extension\noptions, by written notification to CCP, contingent upon availability of\nfunding;\nExecute amendments to increase or decrease the funding amount for the\ncontract by no more than 10% during the term of the contract to\naccommodate increases or decreases in services, provided the\namendments do not include Cost of Living adjustments, and sufficient\nfunding is available for increases;\nNegotiate and execute amendments to the contract with CCP for changes\nthat pertain to any mergers, acquisitions, or changes in ownership, and\nfor any revisions required by changes in local, State and Federal\nregulations, or for necessary changes to meet the needs of DCFS; and\nTerminate the contract for contractor’s default, County’s convenience, or\nif the contractor initiates termination for convenience.
