50. Subsidized Housing Agreements\nRecommendation: Approve and authorize the Director of Mental Health to\nexecute amendments to extend existing agreements between the Department of\nMental Health (DMH) and the Housing Authority of the City of Los Angeles\n(HACLA), and DMH and the Los Angeles County Development Authority\n(LACDA), until such time that DMH receives new agreements to execute, where\nthese agreements include the following Federal housing subsidy programs,\nwhich are fully funded by the United States Department of Housing and Urban\nDevelopment (HUD) revenues: Tenant-Based Rental Assistance (TBRA)/\nContinuum of Care, Tenant-Based Supportive Housing, Homeless Section 8,\nand Housing Choice Voucher Programs, with DMH clients receiving housing\ncertificates and vouchers, to receive an in-kind match, as needed, of mental\nhealth support services; and authorize the Director of Mental Health to take the\nfollowing actions: (Department of Mental Health) APPROVE\nExecute new agreements between DMH and HACLA and DMH and\nLACDA on an annual basis as they become available, effective through\nJune 30, 2034, with the new agreements to include the following Federal\nhousing subsidy programs, fully funded by HUD revenues:\nTBRA/Continuum of Care, Tenant-Based Supportive Housing, Homeless\nSection 8, and Housing Choice Voucher Programs;\nAmend the agreements, to accept financial compensation from HACLA\nand LACDA, provided that any financial compensation will be used for\nadministration of the agreements, and reflects program and/or Federal,\nState and County regulatory and/or policy changes; and\nTerminate the agreements in accordance with the agreements’\ntermination provisions, including termination for convenience, if\nnecessary.
