Traffic Regulations in the Unincorporated Communities of East Los\nAngeles, Hacienda Heights, North Whittier, and West Puente Valley\nRecommendation: Adopt and/or rescind traffic regulation orders to support\ntraffic safety, enhance traffic flow, encourage parking turnover, and facilitate\nstreet sweeping services in the unincorporated communities of East Los\nAngeles, Hacienda Heights, North Whittier, and West Puente Valley (1); and\nfind that adopting and/or rescinding traffic regulation orders and posting or\nremoving the corresponding regulatory and advisory signage are exempt from\nthe California Environmental Quality Act.
