51. Specialty and Non-Specialty Mental Health Services Memoranda of\nUnderstanding\nRecommendation: Approve interim ordinance authority, pursuant to County\nCode Title 6 - Salaries, Section 6.06.020, to recruit and hire 11 key personnel\nto support and coordinate mental health services with the Managed Care Plans\n(MCPs), at an estimated annual amount of $2,654,000, fully funded by\nDepartmental operating revenues; authorize the Director of Mental Health to\nexecute amendments to the existing Memoranda of Understanding (MOUs) with\nthe MCPs, to extend the term, until new MOUs are negotiated and executed; and\nauthorize the Director to take the following actions: (Department of Mental\nHealth) APPROVE\nExecute new MOUs with MCPs identified by the State Department of\nHealth Care Services, to participate in the expansion of specialty and\nnon-specialty mental health services available to Medi-Cal beneficiaries\nwithin the County;\nExecute future amendments to the MOUs, provided that such amendment\nis necessary to improve care coordination, improves operational\nprocesses, meets State and/or Federal requirements related to the\ncoordination of medically necessary mental health services to Medi-Cal\nbeneficiaries, and makes non-substantive changes to the MOU language;\nTerminate MOUs in accordance with the provisions set forth in the MOU,\nif necessary.
