14. Expanding Care-First Violence Prevention Strategies in County Parks\nRecommendation as submitted by Supervisor Mitchell: Instruct the Director of\nParks and Recreation, in coordination with the Executive Director of the Office\nof Violence Prevention, and the Sheriff, in consultation with the Executive\nDirector of Racial Equity, to report back to the Board in writing in 60 days with\na plan that includes any resources needed to incorporate County Parks safety\ndata into a public facing dashboard that will be implemented by July 1, 2024,\nand reported on annually to the County’s Parks and Recreations Commission\nand to the Board, to foster data-driven decision-making and address safety\nconcerns, with the dashboard to include the following:\nA geographic breakdown and analysis of key indicators including, but\nnot limited to, the Sheriff’s Department Parks Bureau calls for service,\nincident/crime reports, number and type of incidents (including the\ndemographics of crime victims), arrests (including demographic\ninformation), park expulsions (including demographic information),\nreferrals to the Los Angeles Homeless Services Authority’s Homeless\nOutreach Portal, park staff vacancy rates, and locations where existing\nviolence prevention programs are in place; and\nExisting data from the Office of Violence Prevention’s (OVP) Trauma\nPrevention Initiative; and\nInstruct the Director of Parks and Recreation and the Chief Executive Officer,\nin collaboration with the Executive Director of the Office of Violence Prevention,\nand the Directors of Youth Development, Justice, Care and Opportunities, and\nMental Health, in consultation with relevant stakeholders, to report back to the\nBoard in writing in 90 days with recommendations to expand or pilot\nevidence-based violence prevention, intervention, and Care First programming\nin high OVP Violence Score parks, including the following:\nAn initial assessment of outcomes resulting from existing efforts in\nCounty parks;\nRecommendations to expand existing partnerships and programming with\nother County departments and community partners and to extend\npromising, evidence-based violence-prevention and alternative crisis\nresponse models into County parks;\nA plan to systematize interdepartmental coordination and collaboration to\nimplement the above recommendations and evaluate existing and future\nprogramming using the data dashboard and annual report;\nConsideration of staffing standards, and/or additional policies to improve\npark safety outcomes using a Care-First approach; and\nA plan for ongoing, coordinated community engagement with key\nstakeholders and staff to gather regular input on parks safety issues; and\nInstruct the Director of Parks and Recreation to work with the Chief Executive\nOfficer, in collaboration with the Executive Director of the Office of Violence\nPrevention, and the Directors of Youth Development, Justice, Care and\nOpportunities, and Mental Health, to report back to the Board in writing in 60\ndays after the completion of the above directives, to provide fiscal\nrecommendations to implement the park safety efforts by program and park,\nincluding identification of potential one-time and ongoing State, Federal, and\nappropriate/relevant non-Net County Cost and/or salary saving funding options.\n(23-4509)
